Summary of the contracting process

Waste & Resources Action Programme (WRAP) commissioned specialist waste-management consultancy services to support its annual commercial gate fees survey and report. The appointed expert was required to interview waste-management operators and examine the commercial gate fees they charge, how these compare with fees charged to local authorities, the factors influencing those charges, and how they may develop. WRAP would identify prospective interviewees, provide an interview template and support the project, while the supplier was expected to work independently to arrange, conduct and write up the interviews. The work covers the United Kingdom and falls within environmental engineering consultancy services. The requirement was a call-off from the FRA082 Waste and Resource Management Technical Advisors framework, Lot 1.

The procurement is complete and the contract was awarded to Green Gain, an SME. It was a below-threshold call-off from the FRA082 framework, Lot 1, using a procurement method recorded as below threshold – unknown. The contract was signed on 21 August 2026 and runs from 1 September 2026 to 28 February 2027. Its gross value is £15,000. The award is active and the contract is active. The requirement was treated as a single lot, which is complete. The award covered the full Lot 1 requirement and was classified as environmental engineering consultancy services. The published outcome identifies Green Gain as the selected supplier for this specialist interview and research assignment.

This procurement indicates demand from WRAP for independent specialists who understand waste-management markets and commercial gate fees, including the relationship between operator charges and local-authority charges. A credible competitor for a future requirement of this kind would need direct industry knowledge, access to waste-management operators and the ability to secure informed interviews. It would also need to work independently from an agreed brief and interview template, manage interview arrangements, gather comparable evidence and produce clear written analysis for a survey and report. The winning supplier was an SME, showing that delivery can suit a focused consultancy with relevant sector expertise rather than only a large professional-services firm. Experience turning qualitative operator evidence into market insight would be particularly relevant.

Call Off From FRA082 Waste and Resource Management Technical Advisors (Lot 1) Commercial Gate Fees

Notice Description

WRAP would like to procure an expert in the waste management industry to lead on the delivery of interviews with waste management operators, as part of WRAP's annual commercial gate fees survey and report. WRAP wishes to undertake this work to understand current commercial gate fees being charged by waste management operators, how these differ from gate fees charged to local authorities, and the factors behind these gate fees, as well as how they might evolve in the future. Whilst WRAP will support the identification of prospective interviewees, provide an interview template and will be available throughout the project, you will be required to work independently to arrange, conduct and write up the interviews undertaken.
