Sefton Metropolitan Borough Council is seeking providers for an adult social care framework delivering Extra Care services in designated schemes in Sefton. The service combines accommodation-based care and support, enabling people to live independently in their own homes while accessing planned and responsive support. Providers are expected to deliver safe, reliable, person-centred and outcomes-focused care that supports residents’ independence, wellbeing and connections with their local community. The work is classified as health and social work services. This is a framework arrangement for care and waking-night care across individual Extra Care schemes; providers will submit hourly rates for both service types. Small and medium-sized enterprises are identified as suitable to compete.

The Council invited offers through an open procedure. The process reached tender, with offers sought for a single lot. Questions were due by 19 October 2026 at 12 noon; submissions were due by 26 October 2026 at 12 noon. The planned contract period runs from 1 April 2027 to 31 March 2030, with two possible one-year extensions, subject to satisfactory service delivery and costs remaining within budget. The stated gross value is £23.04 million. Framework membership is limited to 15 providers. Initial evaluation weights are 55% for quality method statements, 40% for price (care and waking-night hourly rates) and 5% for social value. Scheme call-offs may be made by ranking or further competition; competition-stage criteria and weightings are set for each scheme.

The opportunity suits adult social care providers able to operate within designated Extra Care schemes and provide both planned and responsive care, including waking-night support. Strong bids will need to demonstrate safe, reliable, person-centred practice and an outcomes focus, with evidence through quality method statements and a credible social value offer. Providers should be able to price care and waking-night services by the hour and sustain delivery across the schemes they are awarded. The Council’s requirements make workforce resilience important: suppliers need to recruit and retain suitably qualified staff and maintain service continuity, quality and responsiveness. Providers also need the operational and financial capacity to meet scheme requirements and manage safeguarding, data protection and applicable regulatory standards, including CQC requirements. Framework places may lead to scheme call-offs through ranking or further competition.
