Summary of the contracting process

London Borough of Camden is commissioning a peer-led harm reduction programme for Camden residents affected by substance use. The service will provide peer-led interventions intended to reduce harm, improve engagement with treatment and recovery services, and improve health and wellbeing outcomes. This is a health service opportunity, covering the delivery of support rather than the supply of goods or construction works. The work will take place in Camden, London. Providers will need to design and deliver interventions that use peer experience appropriately and support residents to engage with relevant treatment and recovery services. The requirement is for a single service covering the stated programme outcomes, commissioned by Camden Council as the public sector buyer.

The procurement has reached the tender stage: Camden Council invited offers through a selective restricted procedure, using the Most Suitable Provider Process under the Health Care Services (Provider Selection Regime) Regulations 2023. Providers submit electronically in English. The submission deadline set by the council is 11 September 2026 at 5:00 pm. The contract is for 360 days. Its estimated value is £150,000 including the single lot. The evaluation will identify and assess providers against the Basic Selection Criteria and relevant Provider Selection Regime key criteria, then select the provider best able to deliver the required services and achieve the desired outcomes for Camden residents. The award period begins on 25 August 2026.

This opportunity suits organisations experienced in peer-led substance-use support and practical harm-reduction interventions. Strong candidates will be able to work with Camden residents affected by substance use, use peer workers or peer-led approaches effectively, and demonstrate how their service will improve engagement with treatment and recovery services. The requirement also suits providers able to measure and deliver improvements in health and wellbeing outcomes, rather than offering information or referral alone. Organisations should be prepared to evidence compliance with the Basic Selection Criteria and the relevant Provider Selection Regime key criteria. Providers need the operational capacity to deliver a complete programme for the contract period and to manage electronic ordering, payment and invoicing arrangements.
