It will review its long-term options for point-of-care testing and undertake further market analysis, with plans to engage potential providers about costs and delivery models.

The requirement suited providers able to supply and support point-of-care testing equipment for NHS health checks, including cholesterol and HbA1c testing. Suppliers needed to offer a joined-up service spanning analyser supply and replacement, consumables, maintenance and repair, quality assurance, staff training, technical support and account management. Experience managing equipment across its lifecycle and maintaining reliable asset tracking and external quality-control oversight would align with the Council’s stated priorities. The scale involved supporting a local health-check service over several years, with a significant proportion of its ageing analysers expected to need replacement. Small and medium-sized businesses and voluntary, community and social enterprises were identified as suitable to participate. North Northamptonshire Council is seeking to procure a Point of Care Testing (POCT) solution to support delivery of the NHS Health Checks programme from 1 April 2027. The requirement includes POCT analysers, consumables, maintenance, repair and replacement arrangements, quality assurance, training, technical support and account management. POCT enables trained NHS Health Checks providers to obtain cholesterol and HbA1c results during the health check appointment, supporting immediate risk assessment, patient discussion and appropriate follow-up. Further review has confirmed that the current screening-based POCT model remains clinically appropriate and proportionate for the NHS Health Checks pathway. The current contract expires on 31st March 2027. The Council's analyser estate is ageing, with a significant proportion of devices expected to require replacement during the new contract period. Contract management concerns have also been identified in relation to asset tracking and external quality control oversight. The proposed procurement will therefore secure a comprehensive and clearly managed POCT contract, reducing fragmentation and strengthening quality assurance, lifecycle management and Council oversight.
