Summary of the contracting process

North Northamptonshire Council is procuring a Point of Care Testing (POCT) solution for its NHS Health Checks service. The requirement covers POCT analysers and the associated consumables, together with maintenance, repairs, replacement arrangements, quality assurance, training, technical support and account management. The service will support trained NHS Health Checks providers to obtain cholesterol and HbA1c results during appointments. These results enable immediate risk assessment, discussion with patients and appropriate follow-up. The procurement is for health and social work services and will support delivery of the NHS Health Checks programme across North Northamptonshire. It is intended to provide a comprehensive, managed testing service rather than separate arrangements for equipment, consumables and support.

The procurement has reached tender: the Council invited offers through an open procedure. It is a single-lot contract with an estimated value of £442,588.80 including tax. Questions were due by 16 September 2026 at 17:00, and offers were due by 23 September 2026 at 12:00. The proposed contract period is 1 April 2027 to 31 March 2031. The planned award decision period ends on 26 October 2026 at 23:59. Offers are evaluated on price and quality, weighted 70% and 30% respectively. Electronic submission is allowed, and submissions must be in English. The procurement is above the applicable threshold and uses the light-touch regime.

This opportunity suits suppliers of point-of-care diagnostic testing solutions that can provide and manage analysers, consumables and the supporting service over a multi-year period. Relevant capability includes maintaining equipment, arranging timely repairs and replacements, tracking the analyser estate, providing technical support and managing account-level performance. Suppliers should be able to deliver quality assurance and strengthen oversight of external quality control, while supporting trained NHS Health Checks providers in using cholesterol and HbA1c testing equipment. The requirement also calls for training, lifecycle management and coordinated service delivery, so experience managing clinical testing technology in community or healthcare settings will be relevant. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

Notice Title

Point of Care Testing (POCT) for North Northamptonshire's NHS Health Checks Service

Notice Description

North Northamptonshire Council is seeking to procure a Point of Care Testing (POCT) solution to support delivery of the NHS Health Checks programme from 1 April 2027. The requirement includes POCT analysers, consumables, maintenance, repair and replacement arrangements, quality assurance, training, technical support and account management. POCT enables trained NHS Health Checks providers to obtain cholesterol and HbA1c results during the health check appointment, supporting immediate risk assessment, patient discussion and appropriate follow-up. Further review has confirmed that the current screening-based POCT model remains clinically appropriate and proportionate for the NHS Health Checks pathway. The current contract expires on 31st March 2027. The Council's analyser estate is ageing, with a significant proportion of devices expected to require replacement during the new contract period. Contract management concerns have also been identified in relation to asset tracking and external quality control oversight. The proposed procurement will therefore secure a comprehensive and clearly managed POCT contract, reducing fragmentation and strengthening quality assurance, lifecycle management and Council oversight.
