Summary of the contracting process

NHS Birmingham and Solihull Integrated Care Board, through the Office of the West Midlands, is procuring orthodontic services for patients in the Birmingham and Solihull area. The requirement covers the ongoing delivery of orthodontic treatment by an established provider, under a healthcare services arrangement. It is classified as orthodontic services (CPV 85131100) and falls within the services category. The selected supplier is CS Practice Services Limited, an SME based in Solihull, which is the incumbent provider for this area. The opportunity is therefore most relevant to orthodontic practices and healthcare providers able to deliver commissioned orthodontic patient services in Birmingham and Solihull, rather than to general dental, construction or non-clinical suppliers.

The process has reached an intention-to-award outcome under the Provider Selection Regime, with CS Practice Services Limited selected through Direct Award Process C without a prior call for competition. The notice says the contract had not yet been formally awarded, although the award is recorded as active and the contract as signed on 14 August 2026. Representations were due by midnight on 7 September 2026. The contract is intended to run from 1 October 2026 to 30 September 2036: seven years with an option for a further three years. Its stated lifetime value is £5,408,153.80, subject to 2026/27 DDRB. Evaluation gave equal Pass/Fail importance to quality and innovation, value, integration and sustainability, access and health inequalities, and social value; the lot recorded quality at 100% and price at 0%.

This outcome confirms sustained NHS demand for commissioned orthodontic services in Birmingham and Solihull and shows that an established local provider with evidence of satisfactory current performance was considered credible for continuation. A future competitor would need the clinical capability, staffing, premises and operational capacity to provide orthodontic treatment reliably to patients across the commissioned area. It would also need to demonstrate quality and innovation, value for money, integration with other services, collaboration and service sustainability. Evidence should address access, patient choice and the reduction of health inequalities, alongside social value. The equal Pass/Fail assessment indicates that meeting every key criterion matters, rather than relying on price alone. Providers able to evidence strong existing delivery, performance and compliance with basic selection requirements would be better placed.
