Summary of the contracting process

NHS Black Country Integrated Care Board is procuring orthodontic services for patients in the Black Country area of the West Midlands. The requirement covers continuing delivery of orthodontic treatment under a primary care dental services contract. The service is classified as orthodontic services (CPV 85131100) and is categorised as a healthcare service. The existing provider, Mr D Daly Parkside Dental, has been delivering orthodontic services to patients in the area and was selected for the proposed replacement contract. The buying organisation is NHS Black Country Integrated Care Board, acting through the Office of the West Midlands. Delivery is centred on the Black Country, with the buyer based in Wolverhampton and the incumbent provider operating from Park Road West, Wolverhampton.

The process has reached the intention-to-award stage under the Health Care Services (Provider Selection Regime) Regulations 2023, with Mr D Daly Parkside Dental selected for the contract. The award is recorded as active and the contract was signed on 14 August 2026, although the procurement description says the award remained subject to the applicable PSR process. It uses Direct Award Process C, a limited procedure without a prior call for competition. The contract runs for seven years from 1 October 2026, with an option to extend for a further three years, ending on 30 September 2036 if extended. Its lifetime value is £3,299,377.21 across ten years, subject to 2026/27 DDRB. Evaluation gave quality 100% and price 0%.

This procurement shows demand for a long-term orthodontic service in the Black Country, delivered through a primary care dental provider rather than a large construction or technology supplier. A credible future competitor would need the clinical capability, workforce and premises to provide orthodontic treatment safely and consistently to NHS patients in the local area. Evidence of satisfactory current performance is central to the buyer’s assessment, so providers should be able to demonstrate service quality, reliable delivery and outcomes. The evaluation also considers innovation; value; integration, collaboration and service sustainability; improved access, reduced health inequalities and patient choice; and social value. Suppliers with established NHS healthcare delivery, strong local relationships and evidence against these five equally important criteria would be best placed.
