Summary of the contracting process

NHS Staffordshire and Stoke-on-Trent Integrated Care Board is procuring orthodontic services for patients in Staffordshire and Stoke-on-Trent, within the West Midlands. The requirement covers the delivery of orthodontic care under patient dental services contracts, including continuing the existing service model for patients in the area. The main category is orthodontic services (CPV 85131100), delivered as a healthcare service rather than goods, construction or general consultancy. The Office of the West Midlands is managing the procurement on behalf of the Integrated Care Board. The selected provider is Stoke Orthodontic Services Limited, an SME that has been delivering orthodontic services to patients in this area. The requirement is focused on local orthodontic provision and continuity of care for NHS patients.

The procurement has reached the award stage: the intended award was approved through the relevant commissioning process and the contract was signed on 14 August 2026. Stoke Orthodontic Services Limited was selected for the single orthodontic services requirement under Provider Selection Regime Direct Award Process C, a procedure without prior publication of a competition. The contract starts on 1 October 2026 and runs to 30 September 2036. It covers seven years with an option to extend for a further three years. Its total lifetime value is £13,781,583.40, subject to 2026/27 DDRB. One bid was recorded. Evaluation used equal pass/fail consideration of quality and innovation, value, integration and sustainability, access and health inequalities, and social value; the lot-level weighting was 100% quality and 0% price. Representations were due by midnight on 7 September 2026.

This award shows sustained NHS demand for locally delivered orthodontic services in Staffordshire and Stoke-on-Trent, on a substantial long-term service model with continuity for existing patients. A credible future competitor would need to demonstrate an established orthodontic delivery model, reliable performance and the clinical quality to meet basic selection requirements. Evidence should cover quality and innovation, value, integration with commissioners and other services, collaboration, and the sustainability of delivery. Providers should also be able to show how their service improves access, reduces health inequalities and supports patient choice. Social value commitments matter alongside clinical delivery. The evaluation placed decisive emphasis on quality rather than price, so a strong operational record, measurable outcomes, local understanding and a sustainable workforce would be important when this requirement next reaches the market.
