Summary of the contracting process

Cumberland Council is buying a children’s Direct Payment Support Service for eligible children, young people and families who receive Direct Payments. The provider will support families to make effective use of their payments, offering information and guidance on permitted uses and on their responsibilities. This includes planning for and renewing indemnity insurance when employing a Personal Assistant, arranging and renewing the Assistant’s DBS check, keeping clear accounts of income and expenditure, and meeting statutory payment duties where applicable. Families choose which support they use, and their needs may change over time. The service is a social work and related service, delivered for families in Cumberland, in the North West of England.

The council invited tenders through an open competition under the Light Touch Regime. This is a single-lot contract. The council set 11 November 2026 at 17:00 for clarification questions and 25 November 2026 at 10:00 UTC for electronic tender submissions through The Chest. The initial contract period is 1 April 2027 to 31 March 2028, with one discretionary extension of up to 12 months. The maximum total value is £263,867 excluding VAT, including any extension and potential uplifts. Evaluation is weighted 65% quality, 20% price and 15% social value. Each quality question and the social value question must score at least 5; otherwise the bid will be rejected.

The contract suits providers experienced in supporting families who manage Direct Payments, including explaining responsibilities clearly and helping them organise the practical administration involved. Relevant capability includes advising on Personal Assistant employment arrangements, indemnity insurance, DBS checks, financial record-keeping and applicable statutory payment duties. The provider must be able to support all eligible families while responding to different choices and changing needs; families will not necessarily use every category of support. The council identifies the opportunity as suitable for small and medium-sized businesses and voluntary, community and social enterprises. Bidders should be able to demonstrate strong service quality and a credible social value offer, since minimum scores apply to those assessment areas as well as the overall weighted evaluation.
