Summary of the contracting process

North Northamptonshire Council procured home care services to support Discharge to Assess into Community. The service enables people who are medically fit to leave hospital, but have identified social care needs, to return to their own homes for a period of care and assessment before a longer-term arrangement is identified. Its purpose is to improve hospital discharge, reduce delayed transfers of care and support pressures across health and social care services. The work is health and social care provision (CPV 85000000) delivered across North Northamptonshire, covering the Corby, Kettering, Wellingborough and East Northamptonshire localities. This is a service requirement for home care providers able to support vulnerable people safely in their own homes during transition from hospital to ongoing care.

The procurement is complete and has been awarded through a call-off competition under North Northamptonshire Council’s existing Home Care Services Dynamic Purchasing System. It used a limited procedure without a prior publication of a call for competition. The four locality lots are recorded as cancelled, while 15 active awards and contracts were made: Universal Care Services (UK) Limited, Caredom Healthcare, CT Care Ltd, ASHVIC 24/7 QUALITY CARE SERVICES LIMITED, Clover Healthcare Limited, Lavender Support Services Ltd, Phoenix All Care Ltd, Dunamis Healthcare Ltd, LifeSprings Care Services Ltd, Mega Resources Limited, Better Living Support Group Ltd, Alpha Health and Social Care Services Ltd, Aroma Care People Ltd, OSMANTHUSCARELTD and Tarynatt Healthcare Ltd. Each contract is valued at £208,000, was signed on 28 August 2026, starts on 1 September 2026 and runs for 37 months including a 12-month extension option. Quality carried 100% of the evaluation weighting; price carried 0%.

This award demonstrates established demand from North Northamptonshire Council for home care that can begin promptly after hospital discharge and operate across several localities. A credible future supplier would need to provide safe, reliable care in people’s homes, support assessment of changing needs and work effectively with health and social care professionals to move people towards suitable long-term arrangements. Providers should be able to manage geographically distributed delivery across North Northamptonshire and maintain sufficient staffing and operational resilience for year-round pressures. The competition attracted between four and eight bids for the individual awards, and all recorded suppliers were small or medium-sized enterprises. The evaluation placed all weight on quality, so demonstrable care quality, safeguarding, workforce capability, continuity, responsiveness and experience of discharge-to-assess or comparable community care would be central to competing when this requirement returns.
