Summary of the contracting process

Maidstone and Tunbridge Wells NHS Trust is buying elective planned care from the independent healthcare sector to support Patient Choice and treatment within the NHS 18-week referral-to-treatment pathway. The requirement is classified as surgical hospital services and covers care delivered through a provider partnering with the Trust, which remains the prime provider under its arrangement with the Kent and Medway Integrated Care Board. The named provider is KIMS Hospital Ltd, based in Maidstone. The service concerns an existing provider relationship rather than a new service model. Businesses relevant to this requirement are independent hospitals and healthcare providers able to deliver planned elective surgical care and support NHS patient-choice pathways for the Trust’s population.

This is an awarded and completed procurement under the Health Care Services (Provider Selection Regime) Regulations 2023, using Direct Process B. It was a limited award procedure without prior publication of a competition notice. KIMS Hospital Ltd was the sole bidder and selected supplier. The contract was signed on 27 August 2026 for £2,366,750. The service period is April 2026 to March 2027, with an option to extend once for a further 12 months. The arrangement carries no guaranteed minimum activity, so its value varies with activity delivered. Evaluation was based entirely on quality under the Patient Choice criterion; price carried no weighting. The tender’s single lot is recorded as cancelled, although the related award and contract are active.

This procurement shows established demand from Maidstone and Tunbridge Wells NHS Trust for outsourced elective planned care and surgical hospital services. A credible future competitor would need an operational independent-sector hospital service, suitable clinical capacity and the ability to accept and treat NHS patients through the 18-week referral-to-treatment pathway. It would also need to support patient choice and work effectively with an NHS prime provider and the Kent and Medway Integrated Care Board’s arrangements. The outcome indicates that service quality, specifically how the provider supports Patient Choice, was decisive, while price did not determine the selection. Providers should therefore be able to evidence consistent patient pathways, safe elective surgical delivery, responsive capacity management and experience working within NHS commissioning and provider-partnering arrangements.
