Summary of the contracting process

The Department for Energy Security & Net Zero commissioned specialist research and expert review services connected with the United Nations Framework Convention on Climate Change. The work facilitates and funds a UK expert’s participation in reviewing Belarus’s Biennial Transparency Report, which Belarus must submit under the Convention. The requirement supports the international review of national climate transparency reporting rather than the preparation of a domestic report for the Department. Participation is restricted to UK experts listed on the UNFCCC Roster of Experts. The relevant activity concerns the review of Belarus’s report, with the expert contribution arranged from the UK. The procurement is a single service requirement for one expert reviewer, under the title “UNFCCC Review - BTR Belarus”.

The procurement is complete and has been awarded to Rosemary Brook. The contract was signed on 17 August 2026, and the award outcome is for one service requirement. The contract runs from 24 August 2026 to 31 January 2027. Its value is £18,066 excluding VAT, or £21,679 including VAT. The Department used a direct award below the applicable threshold, without competition. The process had one completed lot. The principal eligibility requirement is that the participating UK expert must be on the UNFCCC Roster of Experts. The awarded service is classified as research services. The award is active and the contract is active, so the procurement outcome is an appointed expert engagement rather than an invitation for further bids.

This award identifies a specialist market for UK experts who can undertake international climate-transparency reviews and understand the UNFCCC reporting framework. Credible competitors for a future requirement would need to demonstrate inclusion on the UNFCCC Roster of Experts, relevant technical knowledge of Biennial Transparency Reports, and the ability to assess another country’s reporting in an expert-review setting. Experience of climate inventories, emissions reporting, transparency requirements and international peer review would support a strong position. Suppliers would also need to provide the administrative capability to facilitate and fund expert participation, and to work with a central government buyer on a focused, single-expert assignment. The route used indicates that the buyer may seek an identified specialist rather than a broad research consultancy.
