Summary of the contracting process

Historic England commissioned measured building surveying services for its National Archive facility at The Engine House in Swindon. The work covers the modern Archive building, the adjoining historic Engine House office building and the glazed link between them. It includes producing an accurate measured building survey and a BIM-ready Revit model, classified as architectural and building-surveying services (CPV 71251000). The information will support the Archive Decarbonisation Project by informing design development, coordination, asset management, maintenance planning and future estate improvements. It will also support the long-term preservation of nationally important archive collections, improved building performance and resilience, replacement of ageing building-services infrastructure, and wider sustainability and refurbishment work across the Engine House estate. Historic England is the buying organisation.

The procurement has been completed and the contract was awarded through a below-threshold limited competition. There was one lot. Milton Keynes Surveys Limited was selected as the supplier, with the award recorded as active. The contract was signed on 26 August 2026 and runs from 1 September 2026 to 31 October 2026. Its value is £13,300 excluding VAT and £15,960 including VAT. The contract is below the applicable threshold. The procurement used a limited procedure rather than an open competition. The award concerns surveying services for the Swindon Archive Decarbonisation project. The contracting authority is Historic England, and the tender itself is recorded as complete. No separate award date or detailed scoring criteria are stated.

This procurement shows demand from Historic England for specialist building-surveying capability linked to estate decarbonisation and heritage asset management. A credible future competitor would need to survey a mixed complex containing a modern archive building, a historic office building and a glazed connecting structure, then turn accurate site information into a BIM-ready Revit model. The work calls for practical understanding of measured building surveys, digital building information, design coordination and the needs of maintenance, asset management and refurbishment teams. Experience of working with historic buildings, archive facilities, building-services upgrades and sustainability projects would be relevant to this buyer’s requirement. Suppliers should also be able to produce dependable information that can support both immediate decarbonisation design and longer-term estate improvement decisions.

Notice Title

ITT - Swindon Archive Decarbonisation - Measured Building Survey (UID 312)

Notice Description

Historic England is developing a programme of works to decarbonise the National Archive facility at The Engine House, Swindon. The project forms part of Historic England's commitment to reduce carbon emissions, improve building performance and resilience, replace ageing building services infrastructure, and support the long-term preservation of nationally important archive collections. To support the development of the decarbonisation design, Historic England requires an accurate measured building survey and BIM-ready Revit model of The Engine House complex. The model will provide a reliable digital representation of the building to inform design development, coordination, asset management, maintenance planning and future estate improvement works. The survey is to include the modern Archive building, the adjoining historic Engine House office building, and the glazed link connecting the two structures. Historic England intends that the resulting BIM model will support both the current Archive Decarbonisation Project and future refurbishment, maintenance and sustainability projects across the wider Engine House estate.
