Summary of the contracting process

NHS Birmingham and Solihull Integrated Care Board commissioned care home placements for clients eligible for NHS Continuing Healthcare (CHC). The service is residential nursing care, covering the provision of placements rather than a defined volume of activity. Delivery is associated with Solihull, within the Birmingham and Solihull area. The commissioning team is the Board’s All Age Continuing Healthcare Team. This requirement is relevant to care homes and nursing care providers able to accommodate CHC-funded residents and deliver ongoing residential nursing support. It may also be relevant to organisations managing care home capacity in Solihull and surrounding Birmingham and Solihull communities, where placements can be provided in line with individual patient needs and patient choice.

The procurement has been awarded and the contract has been signed. Purity Nursing Limited was selected as the supplier. The contract was signed on 25 August 2026 and runs from 30 July 2026 to 31 March 2027. Its recorded value is £1, although the arrangement states that activity is not guaranteed and the value will vary with the care delivered. The procurement used Direct Award Process B under the Health Care Services (Provider Selection Regime) Regulations 2023, without prior publication of a competition notice. The tender was evaluated entirely on patient choice, with no cost weighting. The recorded lot is marked cancelled, but the award and contract are active.

This award demonstrates demand from NHS Birmingham and Solihull ICB for residential nursing care home placements for CHC-eligible clients. A future competitor would need suitable care home capacity, nursing staff and the ability to accept and support residents funded through NHS Continuing Healthcare. Providers should be able to respond to individual placement requirements while respecting patient choice, which was the sole recorded evaluation consideration. Local coverage in Solihull and the wider Birmingham and Solihull area would be commercially relevant, particularly for care homes able to coordinate with the ICB’s All Age Continuing Healthcare service. The awarded supplier is recorded as an SME, indicating that this type of requirement can be delivered by an organisation of that scale.
