Summary of the contracting process

The Borough of Telford & Wrekin procured a spot contract for older people’s residential and nursing care at Camberwell Lodge Nursing & Care Home. The service provides a care-home placement and comprehensive day-to-day support for one individual, including personal care, meal and drink provision, medication support, laundry, heating and lighting, and suitable accommodation. Residents are to have sole use of a bedroom with an en-suite or shared bathroom, appropriate furniture and storage, plus access to communal rooms, dining areas, lounges and gardens. The work is delivered in the Telford and Wrekin area. This is a health and social care services requirement, with the care setting and location forming important parts of the arrangement.

The procurement is complete and the contract was awarded by direct award to Country Court Care Homes 2 Limited. The buyer stated that standard frameworks could not meet the identified individual requirement and that consultation, care preferences, location and financial considerations led to one provider being able to meet the need. The arrangement has one lot. Its value is £917,664 gross, in GBP, and it is above the relevant threshold. The contract period runs from 21 September 2026 to 20 September 2034. The procurement is under the light-touch regime and was justified using user choice considerations under the Care Act 2014. The selected supplier is a large organisation; the award is recorded as pending.

This procurement indicates sustained demand from the Borough of Telford & Wrekin for individually tailored residential and nursing care placements for older people. A credible future supplier would need an appropriate care-home setting in the Telford and Wrekin area, capacity to accommodate an individual’s specific wishes and circumstances, and the ability to provide continuous personal care and nursing-related support. Core operational capability includes bedrooms with suitable bathroom arrangements, communal facilities, meals and drinks, medication support, laundry, heating, lighting and assistance with daily living. Providers should also be able to engage with residents and authorised representatives, respond to location preferences, and demonstrate that their service can meet needs that standard care frameworks cannot accommodate.

Procurement Information

This contract is to cover an identified requirement for an individual requiring care and support outside of our standard frameworks, where our frameworks are unable to meet the need. Decisions to place with this organisation have been made in line with the Care Act 2014 requirements, allowing for choice around the individuals care. After consultation with the individual and authorised representatives around the choice of their care, taking into account factors such as location of the care and financial aspects, it was determined that to deliver the wishes of the individual that only one particular provider is able to accommodate all of the above. The user choice justification would therefore apply to this contract.
