Summary of the contracting process

The Environment Agency commissioned research and consultancy services to review and update two groundwater contaminant Excel models: the updated P20 spreadsheet, version 4, and the current J5 spreadsheet. The work covers peer review, investigation and correction of an identified error, and a complete independent quality-assurance review of every worksheet, including the equations implemented in each worksheet. The contractor’s outputs are to be shared with the CLAIRE technical group, with any changes required following its comments also addressed. This is specialist environmental modelling and spreadsheet quality assurance for groundwater contamination work. The buying organisation is the Environment Agency, and the procurement relates to its activities in England and the wider United Kingdom.

The procurement is complete and was awarded through a non-competitive selective procedure as a below-threshold award under a framework. One lot was awarded to WSP UK Limited. The award was made on 1 September 2026, and the contract was signed on the same date. The contract runs from 7 September 2026 to 18 March 2027. Its value is £19,830 excluding VAT, or £23,796 including VAT. The requirement was evaluated as research and development and related consultancy services. The selected supplier is responsible for the complete review and update outputs, including responding to technical comments from the CLAIRE group. The procurement was a direct award under the framework rather than a competitive call-off.

This procurement shows demand for independent technical assurance of groundwater contaminant models used by the Environment Agency. A credible future supplier would need demonstrable expertise in environmental modelling, groundwater contamination and the review of spreadsheet-based models. It would also need to inspect complex workbooks systematically, understand and verify equations across all worksheets, identify and correct modelling errors, and provide outputs that can withstand review by an expert technical group. The requirement favours a consultancy able to combine scientific understanding with rigorous spreadsheet quality control and clear technical reporting. Suppliers should be capable of handling independent peer review, incorporating specialist stakeholder comments and delivering reliable updated models rather than only offering general spreadsheet support.

Notice Title

ES RDE 075 - Review and update of two EA groundwater contaminant Excel models

Notice Description

Environment Agency Self-Service Direct Award. The EA would like a contractor to peer review the updated P20 spreadsheet (v4) and the current J5 spreadsheet. This should include checking for, and addressing the error above as well as a full review of all worksheets (including the implementation of equations in each) within each spreadsheet to provide complete and independent quality assurance of them. The outputs will be shared with the CLAIRE technical group for review. Should CLAIRE provide comments that require changes to the outputs, the EA would like these addressed by the contractor.
