Summary of the contracting process

NHS Tayside is procuring a comprehensive taxi transport service across its hospitals, clinics, health centres and other NHS premises in Dundee, Angus and Perth and Kinross. The service covers taxi transport for NHS staff and patients, as well as urgent deliveries, packets, messages and standby or on-call personnel. It is a 24-hour, 365-day operation requiring coverage at weekends, public holidays and during major incidents. The provider must operate a computer-controlled or radio-controlled fleet, offer telephone and email booking facilities, meet agreed response times and provide detailed monthly invoicing. The service also includes wheelchair-accessible patient transport and the ability to supply additional vehicles during emergencies. This is a taxi and patient transport services requirement, classified under CPV 60120000.

The procurement has reached tender: NHS Tayside invited offers through an open procedure, with electronic submission. Bids were due by 6 October 2026 at 12:00 BST, when bids were also scheduled to open; the evaluation period was due to start at that time. Bids had to remain valid until 1 February 2027 at 23:59 UTC. The contract period is 1 January 2027 to 31 December 2028, with options for two further one-year extensions, subject to performance. The estimated value is £1,200,000. There is one lot and variants are not allowed. Selection covers supplier suitability and technical capability, as set out in the specification, with staff names and qualifications required. Electronic ordering and payment are supported, and electronic invoicing is allowed.

This opportunity suits established taxi or patient transport operators with the fleet, dispatch systems and staffing capacity to deliver continuous NHS services across Dundee, Angus and Perth and Kinross. Suppliers need clean, roadworthy, fully insured and well-maintained vehicles, including wheelchair-accessible vehicles, and the ability to add vehicles during emergencies. Drivers must be appropriately trained to use ramps, restraints and wheelchair securing systems, hold current PVG or Disclosure certification, carry identification and behave professionally. The operator must comply with licensing, insurance, vehicle safety and employment legislation, maintain management reporting and support quarterly performance reviews. Strong booking, response-time monitoring and invoicing processes are important. NHS Tayside also expects sustainability measures and proposed community benefits, such as local employment, training, apprenticeships, health initiatives or carbon reduction.
