Summary of the contracting process

The Department for Environment, Food and Rural Affairs commissioned research and related consultancy on delivering water at field scale into lowland peat. The work is designed to improve understanding of whether raised water tables can be maintained on lowland peat, building on evidence from earlier lowland peat, pump-drained peat, water-balance and agricultural-peat assessment programmes. It addresses two linked challenges that limit confidence in the feasibility of maintaining raised water tables. The requirement is classified as research and development services and related consultancy services. The buyer is Defra, a central government department, and the work concerns lowland peat sites in England, although no specific delivery site is identified. The procurement comprised one completed lot.

This procurement has been awarded and is complete. Defra used a non-competitive direct award under a framework, described as a below-threshold award under framework arrangements. The contract was signed on 27 August 2026 and runs from 1 September 2026 to 12 March 2027. The selected supplier is Jeremy Benn Associates Limited, trading as JBA Consulting. The awarded contract value is £114,503 excluding VAT, or £137,403.60 including VAT. The award is active and the contract is active. The process was not competitive, and the single lot was completed. The requirement was evaluated through the framework direct-award route rather than an open competition. No separate award date or additional evaluation criteria are recorded.

This award indicates demand from Defra for specialist environmental research and consultancy on lowland peat hydrology and water-level management. A credible future competitor would need to design and deliver field-scale research, assess the feasibility of maintaining raised water tables, and turn results into evidence that supports government decisions. Relevant capability includes understanding lowland and agricultural peat, pump-drained peat systems, water balances and water-table assessment, together with the ability to build on substantial existing research rather than treating the requirement as a standalone study. The selected organisation is a large consultancy, so competitors should be able to provide comparable technical capacity, experienced researchers and reliable project delivery at government standard. Familiarity with framework purchasing and Defra requirements would also be important.

ES RDE 111 - Field-scale delivery of water into lowland peat: quantifying contro

Notice Description

Defra Self-Service Direct Award. This section provides the overarching framework for a pair of complementary research projects designed to improve Defra's understanding of the feasibility of maintaining raised water tables on lowland peat. The programme builds on a substantial existing evidence base developed through Lowland Peat 3 Work Package 1 (LP3 WP1), the Pump Drained Lowland Peat water balance work, LP3+, and the Water Table Assessment in Lowland Agricultural Peat (WTAP) programme. Together, these studies have highlighted two distinct but linked challenges that currently limit confidence in the feasibility of maintaining raised water tables on lowland peat.
