Summary of the contracting process

The Greater London Authority is procuring cleaning and support services across its estate. The requirement covers routine cleaning, porterage, window cleaning and pest control, with cleaning services classified under CPV 90910000. Delivery covers locations across England, including London and the other English regions. Transport for London is managing the procurement on behalf of the GLA. The services are intended to support the operation and maintenance of the GLA estate while the authority reviews its longer-term service requirements and delivery model. This is a facilities management opportunity for suppliers able to provide multiple estate support services through an integrated operational service.

The procurement is complete and the contract has been awarded by direct award rather than through competition. The GLA relied on Section 41 of the Procurement Act 2023 and Schedule 5, Paragraph 7, citing the operational and maintenance difficulties that a change of supplier could cause. ABM FACILITY SERVICES UK LIMITED was selected for the single lot. The awarded value is £2,479,514 excluding VAT, or £2,975,417 including VAT. The contract runs from 1 December 2026 to 30 November 2027, with an option to extend to 30 November 2029. A contract signature was scheduled for 1 October 2026. The award is above the relevant threshold.

This procurement demonstrates demand from the GLA for a combined estate services provider rather than a single-purpose cleaning contractor. Suppliers seeking to compete when the requirement next returns would need capability across cleaning, porterage, window cleaning and pest control, with the capacity to coordinate delivery across locations throughout England. The direct-award rationale shows that continuity, compatibility with existing services, and avoiding operational or maintenance difficulty were important to the buyer. A credible competitor would therefore need to evidence reliable mobilisation and service continuity, strong operational management, and sufficient scale to support a public authority estate across multiple regions. Experience delivering integrated facilities services would be directly relevant.
