Summary of the contracting process

The Environment Agency procured consultancy and research services to update the national Hype model used for bathing waters. The model is intended to support feasibility assessments for potential new bathing-water designations. Its outputs must cover predicted faecal indicator organism quality, source apportionment for those organisms, and estimates of the realistic reductions in each source and the resulting water quality. The outputs will also inform the economic assessment of feasibility. This is an environmental modelling and analytical assignment for a UK public authority, with the work focused on bathing-water quality and designation decisions. The stated classification is research and development services and related consultancy services. The awarded supplier, JBA Consulting, is based in Broughton, Skipton, while the model is national in scope.

The procurement has been completed and the contract is active. It was run as a selective, below-threshold award under a framework, using the Environment Agency’s self-service direct-award route; the award was non-competitive. One lot was completed and awarded to Jeremy Benn Associates Limited, trading as JBA Consulting. The award is for services and the contract was signed on 7 August 2026. The contract period runs from 1 September 2026 to 31 March 2027. Its value is £114,975.48 excluding VAT, or £137,970.58 including VAT. The published outcome identifies JBA Consulting as the sole supplier. The procurement was below the applicable threshold, and the contract remains active for the stated delivery period.

This procurement shows demand for specialist environmental modelling that can turn bathing-water evidence into practical designation and investment decisions. A credible future competitor would need to analyse predicted faecal indicator organism quality, identify and apportion pollution sources, model realistic source-reduction scenarios, and explain the resulting changes in water quality. The work also requires outputs suitable for economic feasibility assessment, so suppliers would need to connect technical model results with costs, benefits and decision-making. Relevant capability lies in water-quality science, environmental data analysis, model development or updating, scenario modelling and consultancy for public-sector environmental programmes. Experience delivering nationally applicable analytical tools, communicating results for feasibility studies, and working on bathing-water or comparable pollution-assessment requirements would strengthen a supplier’s position when this type of requirement returns.

Notice Title

ES RDE 088 - Bathing Water Hype model

Notice Description

Environment Agency Self-Service Direct Award. The work will be to produce an updated version of the national Hype model used for bathing waters. The model will be used primarily to enable us to meet our requirements to provide a feasibility assessment for potential new designations. To do this we need information on predicted FIO quality, the source apportionment of FIOs and estimations of what realistic reductions of these sources would achieve to the estimated quality. The model also should provide outputs that can be used to inform the economic assessment of feasibility.
