Summary of the contracting process

Cirrus Purchasing, acting for the Cirrus Consortium with Halton Housing as principal contracting authority, is preparing the next version of the Cirrus Consortium Waste Framework. The procurement is for refuse and waste-related services for consortium members, including registered providers of social housing, local authorities, arm’s-length management organisations and NHS trusts. Services are expected to be delivered across England, Scotland and Wales, covering locations throughout the United Kingdom. The framework will replace the existing Cirrus waste framework. Cirrus Purchasing Ltd will manage the procurement on behalf of the consortium. This is a national public-sector waste services requirement rather than a single-site contract, so it may suit suppliers able to operate across multiple areas and serve different types of public bodies.

The procurement is at the planning stage: the buyer has announced its intention to procure but has not invited tenders. It is expected to use a framework agreement with one lot, and the current plan is for the framework contract to run from 17 March 2027 to 16 March 2031. Preliminary market engagement is planned to inform the design and development of the second version of the framework. Suppliers interested in participating in that engagement are expected to register by 11 October 2026; registering interest will not commit a supplier to tender or provide an advantage later. The existing framework being replaced had an estimated total value of £40 million excluding VAT. The procurement is above the applicable threshold, and the lot is identified as suitable for SMEs.

This process is likely to suit established waste management and environmental services businesses with the operational capacity to deliver refuse and waste-related services across the United Kingdom. Suppliers should prepare to demonstrate practical capability in serving public-sector customers, potentially across housing providers, councils, ALMOs and NHS trusts, and in managing work delivered through a framework rather than a single contract. National coverage, multiple customer types and a four-year planned term point to a requirement for dependable regional delivery, sufficient staff, vehicles, facilities and compliance arrangements. SMEs are expressly considered suitable for the lot, so smaller specialist providers may be well placed where they can offer relevant waste services and participate effectively in a consortium framework.
