Summary of the contracting process

Maidstone and Tunbridge Wells NHS Trust is the prime provider for Kent and Medway integrated care and has partnered with Horder Healthcare to deliver elective planned care through the independent healthcare sector. The service covers surgical hospital services, supporting patient choice and treatment within the NHS 18-week referral-to-treatment pathway. The Trust remains responsible for the prime contract, while Horder Healthcare provides the planned elective care under a subcontracting arrangement. The work is associated with the Trust’s services in Maidstone and Tunbridge Wells and the wider Kent and Medway healthcare system. This is a healthcare services requirement for an established independent provider rather than a construction, supply or general consultancy opportunity.

The procurement has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023, using Direct Process B and a limited procedure without a prior competition. Horder Healthcare was selected as the supplier, with one bid recorded. The award decision was made on 1 September 2026 and the contract was signed on the same date. The active contract is valued at £1,381,476 including the stated contract value, with activity-based payments and no guaranteed minimum level of work. The service period runs from April 2026 to March 2027, with an option to extend once for a further 12 months. Evaluation was based entirely on patient choice and quality; price carried no weighting. The associated lot is recorded as cancelled, although the award and contract are active.

This award indicates demand for an established independent healthcare provider able to deliver elective planned surgical care within NHS pathways. A credible competitor would need the clinical capability, facilities, governance and operational capacity to treat patients safely and support patient choice while meeting the 18-week referral-to-treatment pathway. Experience of working as an NHS or independent-sector provider, integrating with a prime provider and managing activity that varies with patient demand would be important. The requirement favours organisations able to deliver measurable clinical quality rather than compete primarily on price, since patient choice and quality were the decisive evaluation factors. Providers preparing for comparable work should be able to demonstrate reliable planned-care capacity, NHS pathway compliance and partnership working with NHS trusts and integrated care systems.
