Summary of the contracting process

Aneurin Bevan University Health Board is planning a supported living service called Ardwyn for four people with learning disability diagnoses who require 24-hour support. The service will provide bespoke accommodation as a locally based home, enabling residents to live as independently as possible. It is intended for people with complex needs who might traditionally have received care in more secure settings, such as residential settings, locked rehabilitation wards or low-secure units. The contract will support the Health Board’s core services and intensive case management provision. This is a health and social care service, combining accommodation with specialist support. The procuring entity is NHS Wales Shared Services Partnership, hosted by Velindre University NHS Trust, acting for Aneurin Bevan University Health Board. The work is intended to be delivered in Wales.

This procurement is at planning stage: the Health Board has declared its intention to procure but has not issued an invitation to tender. It expects to run a competitive tender under the Procurement Act 2023 using an electronic tendering route. A market engagement event is planned online on 6 October 2026, from 3pm to 4pm, with questions and answers included. Suppliers must confirm attendance by 12pm on 21 September 2026; attendance is limited to two people per organisation. The buyer expects the next procurement notice on 7 December 2026. There is one planned lot, suitable for SMEs and voluntary, community or social enterprises. The estimated value is £1,144,431.29 excluding VAT, or £1,373,317.55 including VAT. The expected contract period is 1 May 2027 to 30 April 2029, with renewal possible up to 30 April 2031.

The work will suit supported living providers, specialist learning disability care organisations and social care partners able to combine bespoke accommodation with intensive, person-centred support. Suppliers should be prepared to support four people with complex needs who require continuous assistance and may otherwise need secure or highly restrictive placements. Relevant capability includes operating a safe local home, managing challenging or intensive support requirements, promoting independence, and coordinating closely with health and social care services. Organisations with experience of residential care, locked rehabilitation or low-secure settings may be well placed to adapt their expertise to a community-based model. The planned procurement is expressly suitable for SMEs and voluntary, community or social enterprises, so smaller specialist providers and mission-led organisations should consider preparing for the future tender and the buyer’s market engagement.
