Summary of the contracting process

The National Lottery Community Fund is procuring a support service for the Together for Families programme, a partnership with the Northern Ireland Department of Health. The service will help embed and sustain the programme’s structural, relational and cultural elements, making its approach accessible, respectful and grounded in lived experience. The appointed supplier must provide a distinct but fully aligned service and work collaboratively with the supplier appointed to evaluate the programme, sharing relevant learning, evidence and insights to build a coherent understanding of delivery, outcomes and impact. This is a consultancy service, classified under development consultancy services. Delivery is across the United Kingdom, with the programme focused on Northern Ireland. The opportunity is for one supplier, either an individual organisation or a consortium with a lead supplier.

The process has reached tender: the buyer invited offers through an open procedure. Bidders could submit for this support contract, the separate Together for Families Evaluation contract, or both. Enquiries had to be submitted by 21 September 2026 at 22:55 UTC, and tenders by 4 October 2026 at 22:59 UTC. The intended contract period is 16 November 2026 to 15 November 2029, with the award decision due by 16 November 2026 at 23:59 UTC. The estimated value is £583,330 excluding tax, or £699,996 including tax. Evaluation is weighted 85% technical quality and 15% price. Economic and technical selection criteria apply. Electronic submission is allowed in English. The opportunity is suitable for SMEs and voluntary, community or social enterprises.

This opportunity suits organisations able to design and deliver programme support that combines structural, relational and cultural change with practical implementation. Strong candidates will be able to make services accessible and respectful, use lived experience meaningfully, and help sustain learning across a substantial public-sector partnership programme. The work requires collaborative delivery with a separate evaluation supplier, including the sharing of relevant evidence, insights and learning and contribution to a joined-up view of outcomes and impact. Bidders may compete as an individual organisation or as a consortium with a lead supplier, making it relevant to a range of delivery models. The procurement is explicitly suitable for SMEs and voluntary, community or social enterprises. Technical quality is the dominant evaluation consideration.
