Summary of the contracting process

NHS Cheshire and Merseyside Integrated Care Board commissioned mental health support services for children and young people across Liverpool and Knowsley. The service scope covers Liverpool Youth Information, Advice and Counselling (YIAC), Primary Care Liaison (PCL), Seedlings and Spinning World, together with Knowsley YIAC and PCL services. This is a healthcare services requirement, focused on supporting children and young people through community-based mental health advice, counselling, liaison and related support. Delivery is in Liverpool and Knowsley. The selected provider is Young Persons Advisory Service, a Liverpool-based small or medium-sized enterprise. The requirement is relevant to organisations delivering child and adolescent mental health services, counselling, youth support, primary care liaison or related early-intervention provision in these local areas.

The procurement has reached the awarded and contract-modification stage. Young Persons Advisory Service was selected through a limited award procedure without prior publication of a call for competition, under the Provider Selection Regime for healthcare services. The award was made on 26 August 2025 and the active contract runs from 1 April 2024 to 31 March 2027. Its original value was £10,274,059; approved modifications of £1,733,932 increased the modified contract value to £12,007,991, including service uplifts, school improvement, Green Paper, mental health support team, transition-worker and Knowsley Primary Care Liaison additions or extensions. Evaluation used quality at 99% and price at 1%. One bid was recorded. The contract has been formally modified without changing its length.

This award indicates established demand from NHS Cheshire and Merseyside Integrated Care Board for integrated mental health support for children and young people in Liverpool and Knowsley. A credible future competitor would need to provide youth-focused counselling and information services alongside primary care liaison, with the ability to operate across both localities. Experience spanning early intervention, school or community settings, transition support and coordination with health services would be commercially relevant to this requirement. The scope also points to a need for a provider able to manage several linked service strands, including YIAC, PCL, Seedlings and Spinning World, while accommodating service changes and additional commissioned activity. The successful bidder was an SME, showing that delivery is not limited to a large national organisation.
