Summary of the contracting process

Cumberland Council is procuring professional services to support its Prioritised Capital Improvements Programme for school properties. The requirement covers architectural services, building surveying, and mechanical and electrical engineering, including scoping and facilitating capital improvement projects through to delivery. The council intends to appoint two providers, with projects allocated between two programmes and balanced where possible by project numbers and estimated construction values. Construction work is expected mainly during school holidays, particularly summer breaks, although some projects may be delivered while schools are operating, subject to agreement with the individual school. The services are for school properties across Cumberland, in the North West of England. This is a services contract for architectural, construction, engineering and inspection work.

The procurement has reached tender: Cumberland Council invited offers through an open procedure. Suppliers could submit offers electronically in English. Enquiries had to be submitted by 21 September 2026 at 12:00, and offers by 5 October 2026 at 12:00. The council expected to decide by 30 October 2026. The contract period is scheduled from 23 November 2026 to 2 April 2029. Its estimated maximum value is £1,500,000 excluding VAT, or £1,800,000 including VAT, across the contract period including any extension; the council gives no guarantee of actual spend. The single lot is evaluated on quality at 65%, price at 20%, and social value at 15%.

This opportunity suits architectural practices, building surveying firms, and mechanical and electrical engineering consultancies able to work together or provide the required professional disciplines. It is explicitly suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Providers should be able to manage multiple school property improvement projects, develop scopes, support delivery planning, and coordinate work allocated across an individual programme. Experience of working around school operations would be valuable, particularly where construction must be planned for holiday periods or carefully managed in a live school environment. Suppliers must comply with statutory obligations and applicable legislation, support the council’s diversity requirements, and participate in supplier audits covering diversity matters. Two providers will share the programme of work.
