The London Borough of Hackney intends to establish a framework for short breaks and support services for disabled children who receive care packages or are entitled to short-break provision. The overall service category is health and social work services. The published planning information focuses on the domiciliary care service lot, which will provide personal care to disabled children under 18 in their own homes in Hackney. The council expects to use a framework agreement under the light-touch regime. The estimated value is £13,360,000 excluding VAT, or £16,032,000 including VAT. The planned contract period is 1 April 2027 to 31 March 2031, with a possible extension to 31 March 2032. The framework is planned as a single lot and is above the relevant threshold.

This will suit registered domiciliary-care providers, including small and medium-sized enterprises and voluntary, community or social enterprises, with experience supporting disabled children in their homes. Providers for the domiciliary care lot must be registered with the Care Quality Commission to provide domiciliary care to children under 18 and be able to deliver throughout Hackney. They should be prepared to demonstrate safe, person-centred care and competence in complex personal-care tasks, including mechanical-hoist transfers, PEG feeding, continence support and catheter or colostomy care. The council also expects a robust safeguarding policy, specific to disabled children and reviewed or updated within the last two years, plus current equality, diversity and inclusion policies addressing disabled children and the Equality Act 2010.

This Framework will enable the Council to meet its statutory duty towards disabled children who are in receipt of care packages as well as those who are entitled to Short Breaks provision.

Planning Information

Market Engagement Advert. **The 4th and final Market Engagement in the series will focus specifically on the Lot for Domiciliary Care . A virtual event is scheduled for Friday 18th September 2026 1-2pm, on the Google Meets Platform. All providers delivering services under this service Lot must have been registered with the CQC to provide a domiciliary care service to children under 18 years of age. Services in this lot will deliver Personal Care to disabled children in their own homes. Services will provide safe and person centred care to children which recognises their unique needs. Services will support disabled children to get ready for the day ahead or prepare for bed in the evening including: Assisting the child with dressing/undressing; getting up from bed, and returning to bed; using a mechanical hoist or assisted movement techniques where the child is unable to transfer from or to a bed, chair, toilet, commode or other without assistance Assisting with feeding (especially PEG feeding) Assisting with bathing and washing, shaving, hair care, skin care, denture and mouth care, fingernail care and foot care (but not including the cutting of toenails) Assisting the child with dressing and/or toileting - toileting may also include emptying and changing catheter and colostomy bags. To assist the child with managing continence, including changing continence pads and soiled bed linen as required. To assist with menstrual care where required. Support commissioned through this lot will either be for on-going personal care, which will usually be long term, or for short term care and support where an emergency or change of circumstances for a disabled child requires the delivery of a time limited support offer. Conditions of Participation - LOT 4- Domiciliary Care Providers will need to demonstrate that they meet qualifying conditions in order to be considered for a place on the Framework for the Group based support LOT4.
