Summary of the contracting process

The London Borough of Newham is procuring specialist smoking cessation services through Category 1 of its Healthy Lives Dynamic Purchasing Vehicle. This is a health and social work services opportunity, covering delivery in London. Suppliers join the vehicle to provide specialist support for people seeking to stop smoking, with service delivery arranged through the vehicle’s contracting process. The opportunity is structured as an onboarding round for suppliers seeking to enter the vehicle, including businesses that have previously been unsuccessful. Applications must be made through the Council’s electronic procurement portal and submitted in English. It is relevant to specialist smoking cessation providers and organisations with an established health, wellbeing or social care service capable of delivering this type of support.

The procurement reached tender: the Council invited offers using an open procedure with electronic submission. This onboarding round closes at 12:00 on 6 October 2026. The evaluation and bid opening are scheduled for 13:00 on the same date. Successful suppliers would join a dynamic purchasing vehicle with a contract period of 1,500 days. The process has one category covering specialist smoking cessation services. Suppliers must complete a Selection Questionnaire and answer tender-specific selection questions, including questions covering mandatory and discretionary exclusion grounds. The tender does not allow variant bids. The opportunity is covered by the Government Procurement Agreement. The published information does not set out a monetary value or a scored award weighting.

This opportunity suits specialist smoking cessation providers able to demonstrate relevant experience and the operational capability to deliver health and social work services. Applicants need to provide information about their business experience, integrity, capability and insurance arrangements, and must complete the qualification questions in the Selection Questionnaire. The process is suitable for organisations seeking access to a longer-term public-sector commissioning route rather than a single standalone contract, since successful applicants join a dynamic purchasing vehicle and can be considered for subsequent requirements within the category. Well-placed suppliers are likely to have established smoking cessation expertise, suitable service systems, appropriately experienced staff and the governance, insurance and financial resilience needed to satisfy public-sector qualification checks.
