Summary of the contracting process

The London Borough of Newham is procuring specialist all-age weight management and movement services through its Healthy Lives Dynamic Purchasing Vehicle, under Category 2. The requirement covers health and social care services intended to support healthier lives through specialist weight management and movement provision for people of all ages. Delivery is in London. Suppliers seeking to join the vehicle will provide services under a single category. The opportunity is relevant to organisations that deliver structured weight management, physical activity, movement or related health improvement services, particularly where provision can be tailored for children, adults and older people. The contracting authority is the London Borough of Newham, a local authority based in London.

The procurement reached tender: the council invited offers using an open procedure, with electronic submission in English. The tender deadline was 6 October 2026 at 12:00, followed by the stated award period and bid opening at 13:00 the same day. The contract period is 1,500 days. The process is arranged as one lot for suppliers joining Category 2 of the Healthy Lives Dynamic Purchasing Vehicle. Applicants must apply through the council’s Fusion e-tendering portal and complete a Selection Questionnaire, including mandatory and discretionary exclusion questions and tender-specific selection questions. Evaluation is based on qualification information covering experience, business integrity, capability and insurance requirements. Variants are not permitted.

This opportunity suits specialist health, wellbeing and social care providers with demonstrable experience delivering all-age weight management and movement services. Suitable suppliers are likely to include organisations combining clinical, behavioural, dietary, physical activity or community-based expertise, provided they can meet the council’s qualification requirements. Bidders need to demonstrate relevant organisational experience, operational capability, business integrity and appropriate insurance cover. The process also requires suppliers to provide detailed information about their business and answer qualification and selection questions, including matters relating to mandatory and discretionary exclusion. It is therefore best suited to established providers with the governance, compliance systems and delivery capacity needed to support services for a broad age range in London.
