Summary of the contracting process

West Yorkshire Combined Authority has procured public road transport services under its Bus Franchising Round 1 Tier C programme. The requirement covers franchise agreements for ten routes: KD210, KD205, KD215, KH305, Leeds 050, Leeds 055, Leeds 060, Leeds 065, Leeds 070 and Leeds 075. Services are to be delivered in West Yorkshire, including Leeds, although the published delivery location is recorded at regional level. This is a services opportunity for bus operators and coach companies able to provide scheduled public transport under franchise arrangements. The buyer is a sub-central public authority based in Leeds. The procurement is subject to the utilities special regime and was divided into route-specific awards within the programme.

The procurement is complete and awards have been made through a selective competitive flexible procedure. Go-Ahead Group won KD210 (£2.8m ex VAT; £3.36m gross), KD205 (£1.7m; £2.04m), KD215 (£850,000; £1.02m), Leeds 055 (£3.2m; £3.84m), Leeds 070 (£3.5m; £4.2m) and Leeds 075 (£1.9m; £2.28m). E. Stott & Sons won KH305 (£2m; £2.4m), Hunters Coaches won Leeds 050 (£1.2m; £1.44m) and Leeds 065 (£3.2m; £3.84m), and Tetley’s Motor Services won Leeds 060 (£2.5m; £3m). Awards were dated 8 September 2026, with contracts running from 18 September 2026 to 30 May 2032 and two possible one-year extensions to 28 May 2034. The evaluation attracted 11 final bids, including nine from SMEs.

This procurement demonstrates substantial recurring demand from West Yorkshire Combined Authority for franchised bus operation across urban and regional routes. The successful supplier mix shows that both a large national transport group and established local SME operators can compete, provided they can run reliable scheduled public transport services at route level. A credible future competitor would need operational capacity suited to individual franchises, experienced bus and coach management, suitable vehicles and depots, qualified drivers and the systems needed to manage timetable delivery, passenger services, safety and performance reporting. The route-specific awards indicate that suppliers do not necessarily need to operate the whole programme: targeted capability for particular corridors can be commercially relevant. Experience delivering public road transport services and managing long-term franchise commitments would strengthen a future tender.
