Summary of the contracting process

First Trenitalia West Coast Rail Limited intends to procure a comprehensive cleaning and facilities maintenance service for Avanti West Coast. The work covers 16 stations on the West Coast Main Line, offices at other Network Rail-managed stations and additional offices, across England and Scotland. The service will include station and office cleaning, waste management aligned with Simpler Recycling legislation, car park cleaning, washroom services, pest control, and landscaping and vegetation management, including planned preventative maintenance. The intended outcome is to keep railway and office environments clean, hygienic, safe and well maintained, while meeting relevant legislation, industry good practice and Department for Transport Service Quality Regime requirements. The main service category is cleaning and sanitation services.

This procurement is at the planning stage: the buyer has stated an intention to procure, but has not invited tenders. It is expected to use a selective competitive flexible procedure for utilities, above the relevant threshold, with electronic submission allowed in English. The planned process has two stages, beginning with a pre-qualification questionnaire. The buyer expects to publish the next notice on 26 October 2026, and expects expressions of interest by 30 November 2026. It expects award decisions by 30 June 2027. The intended contract period is 1 January 2028 to 31 January 2031, with two possible one-year extensions, allowing a maximum end date of 31 January 2033. The buyer may shortlist five applicants.

The procurement will suit established cleaning and facilities services providers able to operate consistently across a dispersed railway estate and associated offices. Relevant capability includes station, office, car park and washroom cleaning; waste management; pest control; and landscaping and vegetation maintenance, including planned preventative maintenance. Suppliers should be prepared to demonstrate safe, legally compliant operations, reliable service performance and the ability to meet Department for Transport Service Quality Regime requirements. The buyer is also looking for innovation in service delivery and credible sustainable and socially responsible practices, including waste arrangements aligned with Simpler Recycling legislation. Businesses should prepare for a pre-qualification assessment: only applicants passing all non-qualitatively scored questions will be considered, with invitations to tender based on the highest scores.
