Summary of the contracting process

West Yorkshire Combined Authority is seeking operators to provide AccessBus public transport services for people across West Yorkshire. The requirement is divided into five district-based service areas: Bradford, Calderdale, Kirklees, Leeds and Wakefield. The work falls within public road transport services and is intended to provide accessible bus services to the public in each district. Suppliers would deliver services locally within the relevant West Yorkshire district, with a separate contract opportunity for each area. This is a services procurement managed by the Combined Authority, which is responsible for coordinating transport provision across the region. Businesses specialising in community transport, accessible bus operations or other public passenger transport services may therefore find the requirement relevant, subject to the detailed operating requirements in the procurement documents.

The procurement has reached tender: the buyer invited offers through an open procedure. Enquiries had to be submitted by 23 September 2026 at 09:00, and tenders by 7 October 2026 at 09:00. The intended award decision date is 30 November 2026. Each contract is scheduled to run from 1 April 2027 to 31 March 2030, with two possible one-year extensions, giving a potential end date of 31 March 2032. The estimated total value is £14.4 million excluding VAT, or £17.28 million including VAT. Lot values excluding VAT are Bradford £3 million, Calderdale £1.32 million, Kirklees £1.68 million, Leeds £6.12 million and Wakefield £2.28 million. Suppliers may bid for and win only one lot. Tenders are evaluated 50% on price and 50% on quality.

This opportunity suits established public passenger transport operators and community or accessible transport providers able to run AccessBus services in West Yorkshire. All five lots are identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, so the requirement is not limited to large commercial transport groups. The single-lot bidding and award limit may suit a supplier with capacity focused on one district rather than a region-wide operation. Businesses should be able to demonstrate the service quality, operational capability and delivery capacity needed for a multi-year bus service contract, with quality carrying equal weight to price in evaluation. Relevant experience in accessible or community bus provision would place suppliers closest to the stated service purpose.
