Summary of the contracting process

Redcar and Cleveland Borough Council is procuring passenger transport services for schools, colleges and centres. The requirement is for vehicles supplied with drivers, covering local passenger transport across the council’s area. Suppliers can provide taxis for up to four passengers, including journeys with a passenger assistant; wheelchair-accessible taxis and people carriers for up to eight passengers; minibuses for up to 16 passengers; wheelchair-accessible minibuses with ramps or tail-lifts; wheelchair-accessible welfare coaches for up to 32 passengers; and coaches for up to 70 passengers. Passenger assistants may be supplied by the council or the operator on the relevant taxi, people-carrier and minibus services. This is a transport services opportunity, principally involving the hire of passenger cars, buses and coaches with drivers.

The procurement has reached tender: the council invited offers through an open procedure to join a Dynamic Purchasing System. Suppliers submit electronically in English. The tender deadline is 23 February 2029. The DPS is being extended to 23 February 2029, with a stated contract duration of 2,730 days and renewal provisions. Its estimated value is £33,873,000 including the overall procurement value, in GBP. The council expects award activity to start on 24 February 2029 at 00:01 UTC, with bid opening at the same time. There are seven lots, covering vehicle types and accessibility requirements; variants are allowed. The award basis is suitability, requiring appropriate licences and insurance to operate as set out in the procurement documents. The arrangement is recurrent and covered by the GPA.

This opportunity suits taxi, private-hire, community transport, minibus, coach and specialist accessible-transport operators with suitable vehicles and qualified drivers. It offers routes into school, college and centre transport across a range of passenger capacities, from small taxis to coaches carrying up to 70 people. Suppliers with wheelchair-accessible vehicles, ramps or tail-lifts are relevant for the accessible taxi, minibus and welfare-coach requirements. Operators able to provide passenger assistants, either directly or alongside council-provided assistants, may compete for the applicable services. The main threshold for participation is operational compliance: bidders must hold the appropriate licences and insurance for the services they offer. The DPS structure can suit businesses able to provide one vehicle category or several, including operators with flexible fleets and experience transporting children, students or passengers with mobility needs.
