Summary of the contracting process

NHS Bristol, North Somerset and South Gloucestershire Integrated Care Board is procuring a Homeless Health Service in Bristol and the surrounding area. The service provides accessible primary medical and dental care, alongside specialist healthcare, for people experiencing homelessness, including those with complex physical health, mental health and substance misuse needs. It is mainly aimed at unregistered patients with urgent primary medical conditions, providing assessment, treatment or referral and supporting patients into mainstream primary care once stabilised. The requirement is a healthcare service, with dental practice and related services also included. Gloucestershire ICB is working with the buyer through a formal clustering arrangement connected with a planned organisational merger.

This is an awarded procurement outcome under Provider Selection Regime Direct Award Process C, using a limited procedure without a prior competition. The buyer selected BrisDoc Healthcare Services Limited, an existing provider. The intention-to-award decision was approved on 10 September 2026, with the award subject to the PSR standstill period and representations due by 22 September 2026. The contract was signed on 10 September 2026 and is recorded as active. The initial contract period is 1 October 2026 to 31 March 2030, with an option for a further one-year extension. Its value is £2,268,317 initially, rising to £2,916,408 if the extension is used. Evaluation covered quality and innovation, integration and sustainability, access and health inequalities, social value, and value, weighted equally at 20%.

This procurement shows demand for an integrated homelessness healthcare provider able to deliver primary medical, dental and specialist services to people who may be unregistered, vulnerable or living with multiple health and substance misuse needs. A credible competitor for a future requirement would need clinical capacity across urgent assessment, treatment, referral and continuity into mainstream primary care, together with the ability to work collaboratively with NHS and community partners. The buyer’s evaluation places equal emphasis on service quality and innovation, integration and sustainability, improving access and reducing health inequalities, social value, and value for money. Providers should therefore be able to evidence reliable delivery for complex patient groups, partnership working, inclusive access, sustainable service design and strong social-value outcomes.
