Summary of the contracting process

North Tyneside Borough Council, on behalf of Adopt North East, is seeking suppliers for therapeutic support services for children and families in the North East of England. The procurement will reopen a framework agreement providing medium-level Therapeutic Parenting courses and high-level social work assessments of adoption support needs (CPV 85312000). It has two service areas: specialist assessments of children’s or families’ needs, focused on trauma and attachment and resulting in a Therapeutic Support Plan; and therapeutic interventions for children and/or families, delivered through a series of sessions to improve children’s mental health and wellbeing. The arrangement is intended to establish a list of suppliers able to provide these specialist social work and therapeutic services.

The process has reached tender: the council invited offers through an open procedure to reopen an existing framework agreement. Bids must be submitted electronically in English by 23 October 2026 at 12:00. Bid opening and the start of the award period are scheduled for 23 October 2026 at 13:00. The total estimated value is £5,947,826. Lot 1, Specialist Assessments, is due to start on 1 January 2027; its first extension has been taken and the arrangement is to run until 28 February 2027, with options for three further 12-month extensions. Lot 2, Therapeutic Services, runs from 1 January 2027 to 28 February 2029, with three 12-month extension options, the first already taken. Variants are not allowed.

This opportunity suits established therapeutic, adoption-support and specialist social work providers with practitioners able to assess trauma and attachment needs, produce therapeutic support plans, and deliver structured interventions over multiple sessions. Relevant teams will need to work directly with children and families and tailor support to improve mental health and wellbeing outcomes. Providers should be able to deliver both assessment-led and therapeutic work, depending on the service area they pursue, and manage referrals across a framework arrangement serving an estimated volume of around 50 specialist assessments and around 600 therapeutic interventions. The requirement is particularly relevant to organisations with experience in children’s social care, therapeutic parenting, adoption support, trauma-informed practice and attachment-focused services.

This procurement exercise relates to the re-opening of the Framework Agreement established by North Tyneside Council on behalf of Adopt North East (ANE). The original procurement was undertaken in 2023 through the NEPO Portal under reference DN623105. Should all extension options be exercised, the Framework Agreement will remain in place until 2029. This framework is to establish a list of suppliers to provide medium and high level therapeutic services and specialist assessments. * Medium level - Therapeutic Parenting courses * High level - Social Work Assessment of Adoption Support Needs

Specialist Assessments

Provision of a Specialist Assessment of needs, for either the child, or family, with a focus on trauma and attachment. The Specialist Assessment will result in a Therapeutic Support Plan. Approx. 50

Options: Option to extend by 3 x 12 months. The first extension has been taken and the contract is now to run until 28/02/2027

Therapeutic Services

The service is the provision of a therapeutic intervention with either the child, and/or family with a focus on trauma and attachment. The therapeutic intervention will be delivered over a series of sessions and will be geared towards helping to improve mental health and wellbeing outcomes for children. Approx 600

Options: 3 x 12 month extensions can be taken. The first of these extensions has been taken.
