Summary of the contracting process

The Defence Infrastructure Organisation intends to procure specialist client-side technical support for Net Zero Carbon (NZC) surveys within Establishment Management Plans across its estate. The work will cover electrical surveys, planning decarbonisation trajectories using the Modern Energy Partners approach and methodology, and validating the technical quality of completed Establishment Management Plan outputs. It is a professional service for non-residential estate and infrastructure management, rather than construction delivery. The buying organisation is the Defence Infrastructure Organisation, based in Lichfield. The work is expected to support establishments managed through the organisation’s defence infrastructure programme, with the detailed delivery locations to be confirmed as the procurement develops.

This procurement is at the planning stage: the buyer has announced an intention to procure, but has not yet invited tenders. It is planned as a single lot and is intended to use the light-touch regime. The anticipated contract period is 1 April 2027 to 31 March 2029. The estimated value is £300,000 excluding VAT, or £360,000 including VAT. The buyer expects a further tender notice if the requirement progresses, with the next notice currently anticipated on 11 September 2026. The lot is identified as suitable for small and medium-sized enterprises. The published scope describes the requirement and intended timing, while the detailed procurement procedure and evaluation arrangements will be developed for the later tender stage.

This requirement is likely to suit consultancies and specialist engineering or energy practices that can provide a Net Zero Carbon subject matter expert for defence estate planning. Relevant capability includes carrying out electrical surveys, assessing estate energy and carbon performance, developing practical decarbonisation trajectories and applying the Modern Energy Partners approach and methodology. Suppliers should be able to provide robust technical assurance and client-side support, including reviewing and validating Establishment Management Plan outputs across a programme of establishments. The work is suitable for an SME with credible specialist expertise and the capacity to support a multi-year public-sector programme. Businesses with experience in non-residential estates, energy transition planning, carbon reduction strategies and technical quality assurance should prepare for the future tender rather than submit a bid now.
