Summary of the contracting process

Oxfordshire County Council is commissioning a specialist substance-use service for children and young people in Oxfordshire. The service will help children and young people stop, or significantly reduce, their use of drugs or alcohol through structured specialist support. It is intended to reach all children and young people who need this support across the county and will address priorities in the Children and Young People’s action plan of the Oxfordshire Combatting Drugs Partnership. This is a health service (CPV 85100000). The council is seeking a flexible and innovative delivery model, with opportunities to use expert staff and evidence-based approaches to develop the service and increase the number of young people benefiting from it.

The process reached tender: the council invited offers through a selective competitive procedure with negotiation under the Health Care Services (Provider Selection Regime) Regulations 2023. Bids must be submitted electronically by 9 October 2026 at 12:00. The second-stage invitation date is 12 October 2026.
