Summary of the contracting process

Oxfordshire County Council is commissioning a specialist substance-use service for children and young people in Oxfordshire. The service will help children and young people stop, or significantly reduce, their use of drugs or alcohol through structured specialist support. It is intended to reach all children and young people who need this support across the county and will address priorities in the Children and Young People’s action plan of the Oxfordshire Combatting Drugs Partnership. This is a health service (CPV 85100000). The council is seeking a flexible and innovative delivery model, with opportunities to use expert staff and evidence-based approaches to develop the service and increase the number of young people benefiting from it.

The process reached tender: the council invited offers through a selective competitive procedure with negotiation under the Health Care Services (Provider Selection Regime) Regulations 2023. Bids must be submitted electronically by 9 October 2026 at 12:00. The second-stage invitation date is 12 October 2026. The contract is for 1,080 days, with an option to extend by up to four years in aggregate. Its estimated value is £4.2 million. There is one lot and variants are not allowed. Evaluation is based on service quality questions worth 90% and social value worth 10%; price is pass/fail. Bids must remain valid for 180 days and be submitted in English.

This opportunity suits providers with specialist experience supporting children and young people affected by drug or alcohol use. Strong candidates will be able to provide structured interventions that help service users stop or substantially reduce their substance use, while reaching young people across Oxfordshire who require support. The requirement favours organisations with an expert workforce and the ability to apply evidence-based ideas in practice. Providers should also be capable of delivering a flexible and innovative service, adapting delivery to the priorities of the local children and young people’s action plan and identifying ways to increase access and participation. Social value forms part of the evaluation, so bidders should be able to demonstrate wider community benefits alongside quality service delivery.
