Summary of the contracting process

NHS England (East of England) is preparing a procurement for healthcare services in eight prisons: HMP Chelmsford, HMP The Mount, HMP Highpoint, HMP Hollesley Bay, HMP Warren Hill, HMP Norwich, HMP Wayland and HMP Bure. The requirement falls within health and social work services, including miscellaneous healthcare services. Delivery will be across prison sites in the East of England, covering locations associated with Chelmsford, The Mount, Highpoint, Hollesley Bay, Warren Hill, Norwich, Wayland and Bure. The market engagement is intended to help NHS England understand how these services could be configured and how the future requirement might best be divided. Providers’ views will therefore be relevant to the eventual service model and lotting approach.

This process is at the planning stage and is a market assessment, not an invitation to tender. NHS England expects to use the engagement to shape its procurement strategy, including whether and how the requirement is divided into lots. Organisations wishing to attend the in-person market engagement event in Cambridge were expected to complete a questionnaire by 12 noon on 18 September 2026, with a maximum of three attendees per organisation. The buyer’s indicative date for a future notice is 26 October 2026. The recorded estimated value is £0.01 including the stated currency of GBP. Any subsequent procurement would be advertised separately and would be subject to the applicable legal and regulatory framework, including the Provider Selection Regime.

This will suit established healthcare providers, NHS-related organisations and specialist suppliers able to design or deliver healthcare services in custodial settings across multiple prison sites. The immediate activity is preparation rather than bidding: the buyer is seeking provider views on service configuration and the most suitable lotting approach. Suppliers with relevant prison-healthcare delivery capability, operational capacity across the East of England and experience coordinating services across several locations should monitor the future procurement. Organisations considering participation should be ready to explain how they could structure delivery, support consistent healthcare provision across the listed prisons and work within the applicable public-sector healthcare procurement and regulatory framework. The engagement may help potential providers influence the eventual requirement before it is formally advertised.
