Summary of the contracting process

Bournemouth Christchurch and Poole Council is planning services providing safe accommodation and community outreach for people affected by domestic abuse across Bournemouth, Christchurch and Poole. The model is intended to combine secure accommodation with specialist, trauma-informed support from appropriately trained staff. It aims to provide a consistent, high-quality response that improves safety, wellbeing and longer-term outcomes for individuals and families. The work is classified as health and social work services and other community, social and personal services. It is a public service under the light-touch regime, with delivery across the Bournemouth, Christchurch and Poole area. The council’s commissioning intentions are shaped by its Preventing Domestic Abuse, Safe Accommodation and Domestic Abuse Perpetrators strategies for 2026 to 2031.

This procurement is at the planning stage: the council has set out an intention to procure but has not invited tenders. It expects to publish the procurement opportunity in November 2026, with contracts anticipated to start on 2 August 2027 and run to 1 August 2032, with possible renewal extending to 1 August 2034. The published estimated value is £1 gross in GBP. The council is conducting a market engagement event online via Microsoft Teams on 30 September 2026, from 9.30am to 10.30am, to explain the proposed service model, local need, demand and commissioning approach. Organisations wishing to attend are expected to register by midday on 28 September 2026. Participation will not affect any future procurement outcome.

The planned service is likely to suit providers of domestic abuse accommodation, refuge or supported housing, specialist outreach and related community support. Strong candidates will be able to provide safe and secure accommodation alongside trauma-informed support, with appropriately trained staff able to work with individuals and families affected by domestic abuse. Providers should be prepared to deliver a consistent, high-quality service focused on safety, wellbeing and longer-term outcomes, and to understand local demand and service-user needs. Experience engaging with people with lived experience, partners, stakeholders and other service providers would be relevant to the council’s stated approach. The opportunity is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so specialist organisations in those sectors should monitor the future procurement and prepare their delivery model.
