Summary of the contracting process

Northern Gas Networks Limited procured specialist underwater pipeline crossing survey, assessment and remedial works across its gas distribution network. The requirement covers river crossings and associated watercourses, including measuring pipeline cover depths and profiles; identifying changes to riverbeds, banks and channels; confirming pipeline locations through topographical and hydrographic surveys; assessing erosion, scour, exposure and pipeline condition; and inspecting exposed sections. It can also include Close Interval Polarised Potential surveys and other corrosion monitoring. The supplier must produce reports explaining methods, findings, risks and recommended mitigation or remedial action. The work supports the safety, integrity, maintenance and resilience of gas pipeline infrastructure across Northern Gas Networks’ geographical operating area. The main service categories are underwater pipeline work, topographical and hydrographic surveying, and commercial diving.

The procurement is complete and the contract was awarded to Northern Divers (Engineering) Limited. Northern Gas Networks used a selective competitive flexible procedure under the utilities regime. The award date was 15 September 2026 and the awarded value is £1,080,000 gross. The contract period runs from 1 November 2026 to 31 October 2028, with an option for Northern Gas Networks to extend the agreement by three one-year periods, to a maximum extent date of 31 October 2031. One lot was awarded. The requirement was evaluated through the competitive procedure, which selected the appointed specialist supplier. A contract signature milestone was scheduled for 1 November 2026. The award is active and the tender status is complete.

This award demonstrates established demand from a gas network operator for specialist river-crossing pipeline integrity work combining underwater inspection, diving, hydrographic and topographical surveying, geomorphological assessment, corrosion monitoring and remedial construction. Suppliers seeking to compete for comparable work with Northern Gas Networks would need credible capability across these disciplines, with the equipment and suitably experienced personnel to work in rivers and other watercourses. They would also need to interpret pipeline cover, bed and bank levels, erosion, scour, exposure and asset condition, then turn findings into clear engineering reports and practical risk-mitigation recommendations. Experience of working safely around operational gas infrastructure, managing environmental and engineering constraints, and delivering both surveys and follow-on remedial works would be commercially relevant. The requirement suits specialist engineering, diving and infrastructure-integrity businesses, including capable small and medium-sized enterprises.

Notice Title

Underwater Pipeline Crossing Surveys & Remedial Works

Notice Description

Northern Gas Networks (NGN) requires the provision of specialist river crossing survey and assessment services across its gas distribution network to monitor the condition, integrity, and ongoing safety of pipeline assets located within river crossings and associated watercourses. The scope of services includes, but is not limited to: - Determination of pipeline cover depths and profiles within river crossings. - Identification and assessment of changes to riverbeds, banks, and watercourses that may affect pipeline integrity or stability. - Confirmation of pipeline locations through topographical and hydrographic survey techniques, supported by geomorphological assessments where required. - Surveying of riverbed and bank levels to identify erosion, scour, exposure, or other changes in condition. - Inspection and assessment of exposed pipeline sections. - Evaluation of the condition and construction of riverbeds, banks, and associated crossing infrastructure. - Close Interval Polarised Potential (CIPP) Surveys and other corrosion monitoring activities where specified by NGN. The appointed supplier shall provide comprehensive survey reports detailing the methodology employed, survey findings, identified risks, and recommendations for any remedial or risk mitigation measures. Where required, the contract may also include the provision of remedial works arising from survey findings to maintain the safety, integrity, and operational performance of the pipeline network. This procurement seeks to establish a contract for the delivery of these specialist services across NGN's geographical operating area, ensuring the continued monitoring, assessment, maintenance, and protection of pipeline river crossings. The contract will support NGN in maintaining compliance with applicable engineering, environmental, and safety requirements while ensuring the long-term resilience and integrity of its gas distribution infrastructure.
