Notice Description
The supply and delivery of Gas Oil conforming to BSEN590 for use in UK Railway vehicles marked and dyed in accordance with HM Customs and Exercise Regulations to one delivery location at Clayhills Depot in Aberdeen by road.

LNER requires the continued supply of Marked Gas Oil to Clayhills Depot, Aberdeen. The fuel is used directly by LNER and other rail operators to power trains operating on the national rail network. Any interruption to fuel supply would have the potential to affect the operation of passenger services and therefore continuity of supply is critical whilst the replacement procurement is completed and mobilised. The estimated value of the extension is approximately PS2.8 million (excluding VAT), representing forecast demand of approximately 2.6 million litres of fuel during the extension period. The proposed modification comprises a temporary extension of the existing contract for a period of up to five months. The extension maintains the existing fuel specification, delivery requirements and operational arrangements necessary to support rail operations. The scope of the contract remains substantially unchanged.
Procurement Information
London North Eastern Railway Limited requires the continued supply of Marked Gas Oil to Clayhills Depot, Aberdeen, to support operational activities. The existing fuel supply contract will expire before the replacement competitive procurement can be completed, approved and mobilised. A replacement procurement is currently underway. However, transferring to an alternative supplier for a limited interim period would result in significant operational disruption, additional mobilisation costs and duplication of effort before the replacement contract is awarded and implemented. LNER therefore intends to extend the existing contract with Johnston Oils Ltd for the minimum period necessary to complete and mobilise the replacement procurement. The modification is being undertaken in accordance with Regulation 88(1)(c) of the Utilities Contracts Regulations 2016. The scope of supply remains substantially unchanged and the estimated value of the extension is approximately PS2.8 million excluding VAT.
