Summary of the contracting process

London North Eastern Railway Limited procured the supply and road delivery of marked and dyed EN590 gas oil conforming to BS EN590 for use in UK railway vehicles. The fuel is delivered to Clayhills Depot in Aberdeen and used by LNER and other rail operators to power trains on the national rail network. The requirement is categorised as gas oils (CPV 09134000) and is a goods contract. Its purpose is to maintain operationally critical fuel supplies for passenger rail services, with the existing fuel specification, delivery obligations and core operational arrangements retained. The requirement covers a single delivery location at Clayhills Depot, rather than a wider network of sites. Suppliers would therefore need to provide compliant railway fuel and dependable deliveries to the Aberdeen depot.

This procurement is complete and has been awarded through a limited negotiated procedure without publication of a contract notice. The existing contract was extended for up to five months while a replacement competitive procurement was completed and mobilised, under Regulation 88(1)(c) of the Utilities Contracts Regulations 2016. Johnston Oils Limited was awarded the contract on 25 August 2026. The active contract is valued at £2.8 million excluding VAT and covers forecast demand of approximately 2.6 million litres during the extension. There is one lot and no option to extend it further. The award maintained the existing scope and was made to the original supplier for additional deliveries, to avoid disruption, mobilisation costs and duplicated effort during the transition to the replacement procurement.

This award demonstrates sustained demand from LNER for a high-volume, operationally critical supply of marked EN590 gas oil at a railway depot. Suppliers best placed for a future requirement would be established fuel distributors able to source and deliver BS EN590-compliant gas oil, apply the required marking and dyeing under HM Customs and Excise regulations, and manage reliable road deliveries into Clayhills Depot in Aberdeen. Credibility would depend on maintaining continuity of supply for rail operators, handling substantial recurring fuel demand and working within established delivery and operational arrangements. Experience supporting railway or other time-critical transport operations would help demonstrate the resilience, logistics capability and service reliability needed for this buyer’s requirement.

Notice Title

The Supply and Delivery of Marked EN590 Gas Oil for use in UK Railway Vehicles

Notice Description

The supply and delivery of Gas Oil conforming to BSEN590 for use in UK Railway vehicles marked and dyed in accordance with HM Customs and Exercise Regulations to one delivery location at Clayhills Depot in Aberdeen by road.

Lot Information

Lot 1

LNER requires the continued supply of Marked Gas Oil to Clayhills Depot, Aberdeen. The fuel is used directly by LNER and other rail operators to power trains operating on the national rail network. Any interruption to fuel supply would have the potential to affect the operation of passenger services and therefore continuity of supply is critical whilst the replacement procurement is completed and mobilised. The estimated value of the extension is approximately PS2.8 million (excluding VAT), representing forecast demand of approximately 2.6 million litres of fuel during the extension period. The proposed modification comprises a temporary extension of the existing contract for a period of up to five months. The extension maintains the existing fuel specification, delivery requirements and operational arrangements necessary to support rail operations. The scope of the contract remains substantially unchanged.

Procurement Information

London North Eastern Railway Limited requires the continued supply of Marked Gas Oil to Clayhills Depot, Aberdeen, to support operational activities. The existing fuel supply contract will expire before the replacement competitive procurement can be completed, approved and mobilised. A replacement procurement is currently underway. However, transferring to an alternative supplier for a limited interim period would result in significant operational disruption, additional mobilisation costs and duplication of effort before the replacement contract is awarded and implemented. LNER therefore intends to extend the existing contract with Johnston Oils Ltd for the minimum period necessary to complete and mobilise the replacement procurement. The modification is being undertaken in accordance with Regulation 88(1)(c) of the Utilities Contracts Regulations 2016. The scope of supply remains substantially unchanged and the estimated value of the extension is approximately PS2.8 million excluding VAT.
