BNSSG Neighbourhood Health Development Fund Delivery
Notice Description
A time-limited development and mobilisation fund to enable frailty-focused Integrated Neighbourhood Teams (INTs) to move from design into practical delivery across the BNSSG ICB footprint. A design framework describing the requirements, outcomes and milestones has been developed. The fund will be used to build provider capability, test new ways of working, strengthen neighbourhood coordination, support digital and operational enablers, and generate learning to inform future compliant commissioning decisions, including the longer-term Adult Community Health Services recommissioning and future Multi Neighbourhood Provider contract development. The contract will be time limited to a period of 18-months for the period 1st October 2026 - 31st March 2028. The total lifetime value of the contract is PS7,900,000. Proposed deployment is PS2,910,000 for 01/10/26 - 31/03/2027 and PS4,990,000 for 01/04/27 - 31/03/2028. Issuing of this Transparency Notice will now instigate a voluntary standstill period which will not be less than eight-working days, 16/09/2026 - 25/09/2026 (the Standstill Period). A contract will only be signed after satisfactory completion of the standstill period.
Procurement Information
BNSSG ICB has held PS7.9 million previously allocated to the discontinued Integrated Care at Home procurement. In December 2025, the Executive Team agreed that the resource should instead support partners to design, test and prepare for neighbourhood delivery, following concerns about provider maturity and market readiness. A three-phase, provider-led and system-supported process was coordinated through the Neighbourhood Health Programme Group, with the System Executive Group acting as programme board. The Direct Award Justification under schedule 5 of the Procurement Act 2023 is: The public contract concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where- (a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and (b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.
