Summary of the contracting process

The Police and Crime Commissioner for Northumbria commissioned fire protection equipment installation services for the Forth Banks VESDA Alarm Upgrade. The requirement covers replacing all 68 VESDA fire alarm units, followed by a defects liability and service arrangement including reactive call-outs and planned preventive maintenance. The work is associated with the Northumbria Police estate, with the buyer based in Newcastle and the project identified as Forth Banks. This is a specialist building fire-safety and alarm-upgrade requirement rather than a supply-only purchase: the contractor is responsible for carrying out the replacement works and supporting the installed system after completion. The procurement is classed as installation services for fire protection equipment.

The procurement has been completed and awarded through a below-threshold limited competition. One lot was awarded to ADT FIRE AND SECURITY PLC, whose award remains active. The contract was signed on 10 September 2026 and runs from 10 September 2026 to 31 December 2027. Its gross value is £181,828. The installation works were planned over a five- to eight-week period, followed by a 12-month defects liability and service period. That service period includes reactive call-outs and planned preventive maintenance for the 68 installed VESDA units. The tender used a limited procurement method, and the published outcome records the requirement as a completed process.

This outcome indicates demand for contractors able to deliver substantial VESDA and fire alarm replacement programmes for a police or other public-sector estate, rather than only supplying individual devices. A credible competitor for a future requirement would need suitably qualified fire-protection installation capability, enough engineering capacity to replace 68 units within a tightly defined delivery period, and the ability to take responsibility for the installed system afterwards. Relevant operational strength would include responsive reactive call-out coverage, planned preventive maintenance and effective defects management over a sustained service period. Suppliers should therefore be able to combine project delivery with ongoing alarm-system support and demonstrate experience managing safety-critical installations in occupied or operational public buildings.
