Summary of the contracting process

Birmingham City Council has commissioned independent financial viability assessments to support planning application decisions and planning appeals across the city. The work is to review developers’ financial appraisals and assess whether proposed planning gain is appropriate, taking account of national and local planning policy, current market conditions and site-specific factors. Schemes may be residential, commercial or mixed-use and vary in scale. Assessments may also be needed at pre-application or appeal stages, with expert-witness work at appeals potentially required. This is a specialist planning and property advisory service (real estate services, CPV 70000000), rather than a general property valuation or development commission. The service supports the council’s Planning and Development function in determining applications and defending appeals throughout Birmingham.

The procurement is complete and the contract has been awarded to Lambert Smith Hampton Group Limited. The award was made on 27 August 2026 through a competitive award under a framework, using a selective procurement route. The contract was signed on 1 October 2026 and runs from 1 December 2026 to 30 November 2030. Its value is £500,000 excluding VAT (£600,000 including VAT); actual spend depends on the assessment work commissioned in response to demand. The procurement was organised as one lot. The requirement covers viability appraisal assessments associated with planning applications and appeals, including possible pre-application assessments and expert-witness support. The source describes the specialist assessment scope and its policy, market and site considerations, but does not set out separate evaluation weightings or detailed participation thresholds.

For firms competing for similar work for Birmingham City Council, the award indicates demand for independent, defensible financial viability advice linked closely to planning decisions and appeals. Credible providers will need to scrutinise developer appraisals across residential, commercial and mixed-use proposals, with the flexibility to handle schemes of differing scales. Relevant capability includes applying national and local planning policy alongside prevailing market evidence and site-specific factors, and explaining conclusions clearly enough to support the council’s decisions or appeal defence. Suppliers should also be equipped to undertake work at pre-application and appeal stages and, where required, provide expert-witness support. The route used here was a competitive call-off under a framework, so framework access and the ability to respond to variable volumes of commissioned assessment work are commercially relevant.

PROVISION OF INDEPENDENT ASSESSMENT OF FINANCIAL VIABILITY APPRAISALS SUBMITTED IN SUPPORT OF PLANNING APPLICATIONS AND APPEALS

Notice Description

The service requirement is for the provision of independent assessment of financial viability reports in support of planning applications and appeals. Planning and Development in the PP&S directorate are responsible for making decisions on submitted planning applications as well as defending appeals across the City Council's administrative area. The planning applications requiring assessment include a wide variety of submissions of varying scales including residential, commercial and mixed-use schemes. Assessment of appraisals at appeal or pre-application stages together with appearing as an expert witness at appeal may also be required. As part of ensuring that an appropriate level of planning gain is secured, an independent assessment of the developer's financial appraisal is often required. These assessments should take account of existing planning policy (national and local), prevailing market conditions and any site-specific issues. Actual value of spend under this contract will be dictated by actual work commissioned is subject to demand i.e. where a planning applicant requests an independent assessment of their financial appraisal.
