Summary of the contracting process

Sellafield Limited procured the supply, delivery and commissioning of a mobile electric breathing-air compressor system. The equipment comprises an FM27E electric breathing-air compressor, a power supply cable and a diesel-engine-driven generator. The change to electric compressors powered by a separate generator is intended to improve site resilience and the reliability of the compressor system. The equipment is for use in Sellafield’s existing breathing-air fleet, which serves its Utilities, Remediation and Retrievals operations. Delivery is in the United Kingdom; no more specific delivery location is identified. This is a goods procurement, covering equipment and commissioning rather than a standalone maintenance contract, although continuity with the existing fleet’s maintenance arrangements informed the purchase.

The procurement is complete and awarded to Factair Ltd. Sellafield used a direct award, citing Factair’s intellectual property rights, incumbent maintenance role and technical expertise as grounds for a sole-supplier purchase and compatibility with the existing fleet. The single lot was awarded for £238,715.49 excluding VAT (£286,458.60 including VAT). The award was dated 25 September 2026. The contract period is 9 October 2026 to 31 March 2027, with an extension option described as three months and a maximum extent date of 30 June 2027. The procurement was marked suitable for SMEs. The award is for equipment, delivery and commissioning; no separate scored evaluation criteria are recorded.

For suppliers tracking future Sellafield requirements for breathing-air equipment, this award shows demand for an electric compressor system that can operate with a separate diesel generator and integrate with the existing fleet. A credible competitor would need to demonstrate equipment compatibility, reliable performance in a safety-critical site environment, and the ability to deliver and commission the complete system. The buyer’s stated rationale shows that continuity of planned maintenance, repairs and breakdown support, along with specialist equipment knowledge and control of relevant intellectual property, were decisive in this purchase. Suppliers without those capabilities or a clear route to equivalent technical assurance would be poorly placed to meet the same requirement. The contract also indicates an SME can supply this category of equipment, though technical incumbency was central to the award.
