Summary of the contracting process

Wolverhampton City Council commissioned specialist land acquisition and agency consultancy for strategic land immediately adjacent to Wolverhampton Interchange. The work supports land assembly for the Interchange Quarter regeneration programme, with a focus on potential residential and mixed-use development across six land parcels controlled by three principal landowners. The service includes options appraisals, valuation assessments, planning, ownership, title, utilities, access, physical and heritage constraint analysis, development capacity testing, high-level masterplanning, design optioneering, and environmental and development risk assessment. Required outputs include site-specific acquisition advice, an initial masterplan framework, housing capacity and density assessments, and evidence for business cases, investment decisions, funding applications and regeneration delivery planning. The procurement is for services, including land sale or purchase services, delivered in Wolverhampton.

The procurement is complete and was awarded following a below-threshold limited competition. Avison Young (UK) Limited was selected for the single lot. The contract was signed on 7 August 2026, with delivery from 31 August 2026 to 31 August 2027. Its value is £45,000 excluding VAT, or £54,000 including VAT. The award was made on 7 August 2026 and the contract is active. The requirement was evaluated through the limited competition route under the Procurement Act 2023. The appointment covers early-stage advice to inform land acquisition and assembly decisions rather than construction or implementation, and the successful supplier is a large organisation specialising in property and land advisory services.

This award demonstrates demand from Wolverhampton City Council for property consultancy able to combine land acquisition advice with regeneration feasibility work. Credible competitors for a future requirement would need experience of strategic land assembly, acquisition and valuation, preferably involving multiple landowners and several interconnected sites. Relevant capability includes planning, title and ownership review, infrastructure and utilities assessment, access and physical constraint analysis, heritage and environmental risk appraisal, development capacity testing, density analysis and high-level masterplanning. Suppliers would also need to turn technical findings into clear options, acquisition recommendations and evidence suitable for business cases, investment decisions, funding applications and delivery planning. The requirement favours an integrated multidisciplinary team able to reduce development risk and advise a public-sector client on residential and mixed-use regeneration.
