Buckinghamshire Council is planning a specialised residential support service for one individual with complex needs, including a learning disability, autism, ADHD and behaviours that can challenge. This procurement is at the planning and preliminary market engagement stage: the Council is seeking expressions of interest and has not issued an invitation to tender. The expected contract commencement is 1 April 2027, for an initial 36-month term to 31 March 2030, with an option to extend by a further 36 months to a maximum end date of 31 March 2033. The Council expects to publish the next notice on 30 October 2026. Market engagement responses are expected by 2 October 2026 at midday. The service is planned as one lot and will use the light-touch regime. The procurement is intended to be suitable for small and medium-sized enterprises and voluntary, community or social enterprise organisations.

This will suit providers of highly specialised residential care and support for people with complex needs, particularly organisations experienced in learning disability, autism, ADHD and behaviours that can challenge. Relevant capability includes operating a safe, structured and therapeutically beneficial residential environment; providing intensive staffing; delivering person-centred interventions; maintaining stability; reducing incidents; and supporting meaningful community participation. Providers should be able to develop daily living skills and independence while adapting support to changing assessed needs. The service will require the capacity to sustain a bespoke placement over the initial term and any extension, with regular outcome-focused reviews and safe management of changes in care levels. Smaller providers and VCSE organisations are expressly considered suitable, making this relevant to established specialist local or regional services.
