Summary of the contracting process

Clarion Housing Group is buying waste-tip management services for South London. The work covers disposal of bulky waste collected from Clarion’s housing estates, including fly-tipped and other bulk rubbish, in a structured and sustainable way. The service is delivered through Lathams Recycling Centre Limited, based in London, and relates to practical access to a recycling centre for Clarion’s Bulk Rubbish Team. This is a public-sector housing requirement focused on waste disposal rather than general estate cleaning, waste collection or construction work. The procurement is classified as services, with the relevant category being waste-tip management services. The requirement is suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The procurement is complete and has been awarded by direct award to Lathams Recycling Centre Limited. The stated justification is that, for technical reasons, only this supplier can provide the required disposal service: no other recycling centre is considered to be within a practical vicinity, while using more distant facilities would increase travel time, fuel costs, operative time and carbon pollution. The awarded value is £250,000 gross, including VAT, in GBP, and the award is above the relevant threshold. The contract period runs from 17 September 2026 to 31 March 2027. The award is recorded as pending, with contract signature due on 17 September 2026. There is one completed lot.

This requirement indicates demand for a nearby recycling-centre operation able to receive bulky and fly-tipped waste generated from housing estates and support a housing provider’s field teams. A credible competitor for a future requirement would need suitable waste-tip or recycling-centre facilities serving South London, practical access for the buyer’s rubbish-collection operations, and the capacity to handle bulky waste reliably. The buyer’s rationale places particular weight on local proximity, efficient vehicle and operative use, fuel impacts and reduced carbon pollution, so geographic coverage and an efficient disposal route would be important commercial strengths. Suppliers should also be able to demonstrate structured, sustainable waste handling at the required service scale. The procurement route shows that a specialist SME can meet this type of housing-sector waste requirement.

Notice Description

Provision of waste tip services for South London. The requirement is for disposal of bulky waste items collected from Clarions estates in a correct, structured and sustainable way.

Procurement Information

In line with Schedule 5, Paragraph 6 of the Procurement Act 2023, this Direct Award is compliant on the basis that, due to an absence of competition for technical reasons, only this Supplier can provide the required waste disposal services, and there are no reasonable alternatives. No other recycling centre is located within a practical vicinity for the Bulk Rubbish Team to dispose of collected, fly tipped, rubbish items. Use of recycling centres further afield would result in significantly increased travel times, inefficient use of our operatives' time, increased fuel costs and increased carbon pollution, all of which would adversely affect our service delivery.
