Summary of the contracting process

Black Country Healthcare NHS Foundation Trust selected a provider for a single, Black Country-wide digital therapeutic service for children, young people and families or carers. The service covers Dudley, Sandwell, Walsall and Wolverhampton and is intended for children and young people aged 11 and over, and their parents or carers, who have been referred through the CAMHS Single Point of Access. It supports mild to moderate self-harm and/or suicidal ideation at Getting Help level, including suitable cases involving neurodivergent children and young people. The required offer is equitable, consistent, accessible and NICE-compliant. This is a health service delivered digitally across the four Black Country local authority areas.

The procurement has reached the award stage under the Provider Selection Regime’s Most Suitable Provider process, using a limited award procedure without prior publication of a competition notice. Speek Health was selected as supplier for the single service, with one bid recorded. The award is active and the contract was signed on 10 September 2026 for £73,000. The intention-to-award notice was published on 17 September 2026 and starts a standstill period, with provider representations due by midnight on 29 September 2026. Evaluation was based on price. The arrangement may be extended twice by a total of 24 months. The notice states that the Public Contracts Regulations 2015 do not apply.

This requirement indicates demand for specialist digital therapeutic provision in children’s and young people’s mental health, focused specifically on self-harm and suicidal ideation at mild to moderate severity. A credible future competitor would need a safe, accessible digital therapeutic model that can provide consistent support across Dudley, Sandwell, Walsall and Wolverhampton, work with CAMHS Single Point of Access referrals, and meet the needs of children aged 11 and over alongside parents and carers. NICE compliance is a core expectation, as is an equitable offer across the whole area. Relevant capability includes supporting neurodivergent children and young people, understanding Getting Help interventions, and operating a service suitable for families and carers as well as individual young people.
