Summary of the contracting process

Knowsley Council procured temporary home-to-school transport for eligible children and young people connected with Alt Bridge, under its Travel Support Services arrangements. The requirement covers passenger transport delivered by vehicles with drivers, including taxi services. It relates to the council’s second transport lot and is intended to maintain pupils’ access to education while longer-term contractual and operational arrangements are resolved. The named provider is Supreme Executive Cars Limited, an SME based in Liverpool. The work concerns transport for the Alt Bridge route or service requirement and is being managed by Knowsley Council, whose administrative base is in Huyton. The service is therefore relevant to passenger transport operators, taxi businesses and specialist school transport providers able to support council-organised journeys for eligible children and young people.

The procurement is complete and the contract has been awarded to Supreme Executive Cars Limited. The award date is 18 September 2026, with an awarded value of £238,000 excluding VAT and £285,000 including VAT. The contract period runs from 18 September 2026 to 27 November 2026. Knowsley Council used a direct award because unforeseen problems implementing new arrangements created an immediate continuity risk at the start of the 2026/27 academic year. The council had previously established a Travel Support Services framework through procurement across 15 lots, and this temporary arrangement concerns lot 2. The stated rationale is urgency: the council needed a provider able to mobilise at short notice while longer-term arrangements were progressed. A contract signature milestone was scheduled for 18 September 2026.

For a supplier assessing future opportunities with Knowsley Council, this award demonstrates demand for managed home-to-school transport serving eligible children and young people, including taxi and passenger vehicle services with drivers. A credible competitor would need suitable vehicles, appropriately qualified and reliable drivers, and the operational capacity to maintain regular education transport safely and consistently. The successful provider was identified as able to mobilise at short notice, so responsive deployment and continuity planning are important capabilities for this requirement. Experience delivering council-organised or school transport, handling passenger journeys involving children and young people, and coordinating routes and service changes would strengthen a future offer. Suppliers should also be able to work within framework or lot-based council arrangements and demonstrate sufficient local operating capacity around Knowsley and Liverpool.

Notice Information

Notice Title

Provision of Home to School Transport for Alt Bridge

Notice Description

To deliver home to school transport for a temporary period of 2 September 2026 to 27 November 2026 to Supreme Executive Travel in relation to Lot 2 (Altbridge)

Procurement Information

The Council has a statutory duty to secure suitable home to school transport for eligible children and young people. The Council has established a framework of providers for Travel Support Services and undertaken procurement during 2026 to establish new contracts across 15 lots. Due to unforeseen issues arising during the implementation of new contractual arrangements for the provision of home to school transport services, there is an immediate risk to the continuity of transport provision from 2 September 2026 in relation to lot 2. At the present time, these matters are still being resolved and a longer-term solution is being progressed. In order to ensure that eligible children and young people are able to access education and that the Council can continue to discharge its statutory responsibilities, it is necessary to put in place interim transport arrangements from the start of the 2026/27 academic year. Council officers have therefore identified suitable provider that were able to mobilise services at short notice and provide continuity of transport provision whilst the outstanding contractual and operational matters are resolved. The temporary arrangement will ensure continuity of service, minimise disruption to children, young people and families, and provide sufficient time for the Council to establish longer term arrangements.
