Summary of the contracting process

NHS Cheshire and Merseyside Integrated Care Board is procuring the Wirral Cancer Prehabilitation Service, a health service for patients registered with a Wirral GP. It provides evidence-based support before cancer treatment, covering physical activity, nutrition, psychological wellbeing and behaviour change. The purpose is to help patients optimise their health before treatment, with delivery focused on patients registered with a Wirral Place GP in Wirral. The service is categorised as health services. It is relevant to providers able to deliver integrated cancer prehabilitation and related patient support, including clinical, nutritional, psychological and behaviour-change interventions in a community or local NHS setting. The stated requirement is for a single service delivered across the Wirral area.

The procurement has reached an intention-to-award stage under the Provider Selection Regime 2023, with One Wirral CIC selected as the incumbent provider. A one-year contract was approved on 15 September 2026 and signed on that date; the planned contract period is 1 October 2026 to 30 September 2027, with an option to extend by six months. The lot describes an annual value of £180,862, while the contract record gives a value of £271,293. The route is Direct Award C, using a limited procedure without prior publication of a call for competition. Evaluation considered quality at 99% and price at 1%. The notice starts an eight-working-day standstill period for provider representations, so the award was not yet formally completed when published.

This procurement indicates continuing local demand for a cancer prehabilitation service combining physical activity, nutrition, psychological wellbeing and behaviour change. A credible future competitor would need to show that it can deliver evidence-based interventions for patients preparing for cancer treatment, work effectively with NHS and community partners, and support access, patient choice and the reduction of health inequalities. The evaluation placed greatest emphasis on quality and innovation, followed by access and inequalities, integration and collaboration, social value, and service sustainability; price carried comparatively little weight. Providers with established local reach, strong multidisciplinary delivery, reliable referral and patient-support arrangements, and evidence of sustaining outcomes at service level would be well placed to compete when this requirement next reaches the market.
